Jerusalem (JTA) — Histadrut
and government representatives
resumed talks last week aimed at
fleshing out the agreements
reached in principle on how to im-
plement the emergency economic
program.
The accord averted a nation-
wide general strike. But tension
remained between the two sides
on key issues. Still to be decided is
how many government employees
will be dismissed and the amount
wage-earners will receive in com-
pensation for reduced pay and
higher prices.
Premier Shimon Peres said
Saturday he was against any
further cuts in the defense budget.
"We have to maintain a security
posture at a responsible level, and
although I don't think we have
gone beyond the red line, we've
reached the limits of the cuts," he
told reporters during the annual
Air Force Day display at an Israel
Defense Force base.
Last week, Air Force Comman-
der Gen. Amos Lapidot warned
that "painful" cuts in the defense
budget could "in the long run lead
to a weakened Air Force with
lower standards." He said that
cuts in the defense budget have
already resulted in the grounding
of some aircraft and pilots and re-
duced air time for training.
Lapidot also pointed out that at
the same time, Arab air forces are
growing in size and improving in
quality, especially the Syrian Air
Force.

U.S.-Israeli
Aid Talks

Tel Aviv (JTA) — Am Ameri-
can military delegation began
talks with Israeli officials last
week on the scope of U.S. military
aid to Israel in the calendar year
1987. The talks take place an-
nually.
The American delegation,
headed by Undersecretary of
State William Schneider and Gen.
Philip Gast, consists of army per-
sonnel and officials representing
the other branches of the U.S.
armed forces. They met with De-
fense Minister Yitzhak Rabin and
held discussions with an Israeli
military team headed by
Menachem Meron, Director Gen-
eral of the Defense Ministry.
Schneider and Gast also met
with Premier Shimon Peres, De-
puty Premier and Foreign Minis-
ter Yitzhak Shamir and Finance
Minister Yitzhak Modai.
Meanwhile the Americans
toured Israel Defense Force in-
stallations and defense-related
industries such as Israel Aircraft
Industries (IAI), the Rafael
armaments development
authority and the Merkava tank
production kne.
