The theme of this year's appeal, "If not now, when?" dramatizes the urgency of providing loans funds in this year of the economic crisis, Sosin said. "Unemplyoment is rising, espe- cially in the development towns. The people of Israel are making great sacrifices. Travel is re- stricted; wages for government jobs have been frozen; the value added tax has been increased, as have rents for tenants in public housing. • "In the face of this grim picture, every friend of Israel is called on to help the nation achieve eco- nomic recovery and return on the road to progress." Synagogue members will be urged to make a purchase, prefer- ably of $1,000 or more in Bonds, and then to purchase an addi- tional Bond or $250 Certificates for children or grandchildren. By buying $1,000 or more in Bonds, participants in the appeal enroll as Shomrei Yerushalayim (Guardians of Jerusalem). B'nai David Joins Operation Mosies Cong.
