first demanded. In fact, Israel did
not even have to undertake a
simultaneous exchange — some-
thing that was totally unaccept-
able to the Administration. That
would haverepresented too brutal
and blatant a form of linkage.
What happened, in the end, was
what the U.S. and Israel said Is-
rael would do all along — namely,
that following the safe release of
the Americans, Israel would con-
tinue to do what it earlier had al-
ready been doing: gradually re-
lease the Atlit prisoners.
Syria, of course, received some
initial laurels in Washington for
pushing through the informal ar-
rangement whereby the hostages
were allowed to travel overland
from Beirut to Damascus and
then on to freedom. But there
were no illusions about Syria's in-
tentions.
"Syria is still on the terrorism
list because according to reliable
reports a number of terrorist
organizations have received some
form of support from Syria, such
as being allowed .to maintain
headquarters or have training
facilities there, or in parts of
Lebanon under Syrian control,"
the State Department said on
July 1, the day after Reagan,
Bush, Shultz and company
heaped praise on King Assad's
role. "Removing Syria from the
list (of countries supporting ter-
rorism) is not under consideration
at this time."
In the end, what does very
clearly emerge is the fact that Is-
rael was certainly more deter-
mined to maintain strong ties
with the United States than vice
versa. A steady U.S.-Israeli rela-
tionship, it seemed, was a higher
Israeli — as opposed to American
— priority. •
In fact, Washington was even
willing to see the relationship stif-
fer somewhat because the U.S.
had other more critical interests
at stake — the most important
being its credibility as a super-
power, a country that does not
cave into terrorist demands.. •
That helps to explain why the
U.S. was unwilling to formally
ask Israel to make concessions to
the terrorists, knowing as Ameri-
can officials certainly did, that
this posture was making life very
uncomfortable for Israel and caus-
ing it all sorts of problems in U.S.
public opinion.
Dr. Yossi Olmert of Tel Aviv
University glade a good point dur-
ing an interview on U.S. televi-
sion; Israel's ability to conduct a
truly independent policy has been
severely undermined by its grow-
ing dependence on the United
States.
Still, the relationship is a two-
way street. The U.S. does not sim-
ply do all the giving, and Israel all
the taking. Israel does, after all,
provide some vital services for the
United States in a very important
part of the world.. The fact that
several U.S. battle ships had
streamed to the Lebanese coast
from Haifa was often pointed out
during the hostage ordeal. But
this crisis, in the end, underlined
very clearly that Israel is still the
junior partner.
