Israeli Foreign Minister Yitzhak Shamir, appearing before the Foreign Affairs and Security Committee in Jerusalem this week, said he had made clear to Washington that the Arab world viewed the proposed dialogue as a means of gaining U.S. recogni- tion of the PLO. The Arabs re- ject face-to-face negotiations with Israel and would use the talks with the U.S. to push for an international conference on the Middle East as a substi- tute for direct negotiations, he said. Shamir said the U.S. could not deny this and gave assur- ances it would not be misled. Both Jerusalem and Washing- ton are interested in promot- ing direct negotiations, Shamir said, and that is what counts, not whose names ap- pear on a list submitted by the Arab side. He said it wasn't clear when the U.S. would meet with a joint delegation or whether in fact it ever will. The Palestinians recom- mended by Jordan and the PLO to confer with American officials were reportedly pre- paring to meet with PLO chief Yassir Arafat in Amman next week. Israel Army Radio said Friday the seven men would meet with the PLO chief be- fore the talks began. However, Seniora told newsmen he had received no official word of his inclusion in the delegation and had no plans for crossing to Jordan for talks there at this time. Senior Israeli officials say they expect the U.S. itself to reject several of the men on the reported list. In particular, these officials feel, the Ameri- cans cannot and will not ac- cept Arafat aide Khalad Al Hassan — for if they do, this would be tantamount to over- turning Washington's 1975 commitment not to negotiate with the PLO until the organ- ization accepts Israel and UN resolutions 242 and 338. Washington and a Jordanian-Palestinian dele- gation — on the grounds that substantive talks on Mideast peace should not be held with- out Israeli participation. Peres and Shamir share common ground on Israel's basic positions toward the PLO, aides to both men said last week.
