Parochial
Funds Cut

New York (JTA) — The Sup-
reme Court's rulings striking
down as unconstitutional pro-
grams in New York and Michigan
involving the use of government
funds and public school teachers
to provide instruction on paroc-
hial school premises was hailed by
American Jewish organizations.
The Court ruled as unconstitu-
tional a program in Grand Rapids
which sends public school
teachers into parochial schools
during the school day to teach re-
medial math and reading, art,
music and physical education. It
also sends teachers after school to
offer gymnastics, home econom-
ics, Spanish and drama.
The Court also struck down
New York City's use of federal
education funds to pay public
school teachers who teach in
parochial schools in a program
aimed at helping low income, edu-
cationally deprived children.
Dennis Rapps, executive direc-
tor of the National Jewish Com-
mission on Law and Public Affairs
(COLPA), said the effect of the in-
validations of the New York pro-
gram will be severe for children
attending Jewish religious
schools. He said it appeared, in
the light of the Supreme court rul-
ings that the only constitutional
method of providing the
federally-funded remedial serv-
ices by public school teachers
would be off the premises of the
religious school.

New Torah
For Czechs

New York (JTA) — With the
approval of the government of
Czechoslovakia, 2,000 copies of a
one-volume edition of the Torah
in Czech and Hebrew have been
printed in New York and shipped
to Prague as a gift to the Czech
Jewish community, by the Appeal
of Conscience Foundation.
The 356-page, hardcover book
is the first of its 'kind to be pub-
lished since the 1930s and fills an
important need of the Czech
Jewish community, according to
Foundation President Rabbi Ar-
thur Schneier. He noted that the
project was carried out with the
cooperation of Czechoslovakia's
Council of Religious Affairs.

Jerusalem
Draws Support

Bonn (JTA) — The President of
the Parliamentary Assembly of
the European Council, Carl Arno,
has expressed strong support for
Israel's position that Jerusalem
should remain an undivided city.
In a meeting in Hamburg, Arns
said that the mayor of Jerusalem,
Teddy Kollek, has been able to
prove that good relationB between
Arabs and Israelis can be prom-
oted regardless of existing politi-
cal differences. He added that on a
recent visit to Israel he was im-
pressed by the ability of the
Jerusalem authorities to guaran-
tee free access to the holy places.
• The European Council is a body
of 24 nations, in which Israel has
an observer status.
