taken aback by the tactic, were,
for the most part, angered by this
ploy. Avraham Burg, who said he
had hardly slept that night
agonizing over the first day's dis-
cussion, publicly apologized the
next day. His intentions, he said,
were good. "But I was hot yester-
day," he said. "Something hap-
pened to me."

He said he had never fully ap-
preciated the sensitive nature of
the debate — the fact that it hit so
very deeply home to many Ameri-
can Jews. "I didn't know there
were so many personal aspects to
the problem," he said. "Please for-
give me."
The entire exchange was very
meaningful for many others pre-
sent, including Rabbi Chaim
Seidler-Feller, the respected and
dynamic director of the Hillel
Council at the University of
California at Los Angeles (UCLA)
who received his Orthodox ordi-
nation from Yeshiva University
in New York.
Like on so many other vital is-
sues raised during the conference
— the future of the Diaspora,
Jewish fundraising, aliyah, eco-
nomic investments in Israel,
Soviet Jewry, joint political ac-
tion, Jewish education, cultural
exchanges between Israel and the
Diaspora and others — there were
no definitive answers. The work-
shop on the "Who is a Jew" ques-
tion could not even reach agree-
ment on a general statement sup-
porting a more intense dialogue
among all elements of Judaism.
But the important thing — as al-
most all those who participated
agreed — was that a forum had
been established to at least pur-
sue these issues and to actually
try to do something about them.

On the Israeli side were
businessmen, academics, military
officers, journalists, lawyers,
members of Knesset and other
government officials. The U.S.
side was composed of members of
the UJA's Young Leadership
Cabinet, which organized the con-
ference together with the Jewish
Agency, as well as others from
outside that group.

Another Israeli organizer was
Dr. Arik Carmon, Director of Tel
Aviv University's Institute for
Israeli-Diaspora Relations. Car-
mon, in his address before the
group, pointed out that the "proc-
ess" started in December 1983 at
the first assembly was irreversi-
ble.
"The evidence for this is that we
are here again," he said. "Israeli
Jews have acquired a new
perspective on non-Israelis, and
vice•versa. At the same time, we
Israelis have also acquired a new
perspective on ourselves. All of us
came away with the feeling that
together — Israelis and non-
Israelis — we must make
changes, and more important,
with the realization that changes
can be made." ,
