thus liable to be obliterated,
the report says.
If no solution is found to the
Middle East conflict and Israel
continues to hold on to the ter-
ritories without annexing
them, Israeli Jews will find
themselves living in a country
in which a Jewish minority
rules over an Arab majority,
according to the study.
The significant rise in the
standard of living in the ter-
ritories since 1967 has also led
to a rise in life expectancy and
a large drop in infant mortal-
ity. Thus, although there are
already signs of a decrease in
the average number of births
among the Arab population of
the administered territories,
this population will increase
significantly.
Prof. Friedlander's study
also forecasts the age
structure in the Jewish popu-
lation in the year 2015. Cur-
rently, approximately one-
third of the Jewish inhabi-
tants of the state are less than
15 years old. According to the
study, only 25 percent of the
Jewish population in 2015 will
be under 15 years of age.
In a related development, a
Middle East report by the
foreign affairs committee of
the Canadian Senate which is
sharply critical of Israel's
policies on the West Bank and
Gaza Strip, particularly its
settlement program, has been
presented to the full Senate by
Committee Chairman George
Van Roggen.
The 115-page report, nearly
three years in the making,
faults Israel for its treatment
of the Arab population in the
territories but describes the
Palestine Liberation Organ-
ization as "relatively moder-
ate."
The report drew an angry
comment from Sen. Nathan
Murgitz of Winnipeg who de-
scribed it as "ill deserved
rhetoric and offensive to the
Canadian Jewish commu-
nity." Murgitz, a member of
the governing Progressive
Conservative Party, said he
"sincerely" regretted "the
manner in which the reference
mandated to the foreign af-
fairs committee has been hor-
ribly abused."
Another Jewish Senator,
Jerry Grafstein, abstained in
committee from voting on the
report.
The study largely reglects
the findings of six members of
the foreign affairs committee
who spent 21/2 weeks in the
Middle East in November
1983, during which they met
with leaders of Egypt, Saudi
Arabia, Syria, Jordan and Is-
rael.
The report identifies Israel's
settlement policies in the ter-
ritories as a major cause of
friction and recommends that
the Jewish settlements be re-
moved as "part of an overall
political agreement in which
Israel would undertake re-
sponsibility for the removal of
the settlers from the settle-
ments."
The report maintains that
the "Palestinian problem is
central to the Arab-Israeli
conflict and that there can be

no resolution of the Arab-
Israeli dispute until there has
been agreement on how to ac-
comodate the Palestinian
people while at the same time
ensuring the security and
legitimacy of Israel."
The report also supports fu-
ture peacekeeping roles for
Canada in the Middle East,
expanded trade with that
region and normalization of
relations with Iran. It ob-
serves that both boycott and
anti-boycott pressures are
"unwelcome and undesirable
to Canadians," a reference to
the Arab League boycott of Is-
rael and efforts by Israel's
friends in Canada to block
compliance with the boycott
by Canadian firms.
In other news from the West
Bank, police detained the se-
curity officer of the Jewish set-
tlement of Elazar last week, on
suspicion of an illegal posse-
sion of explosives. .
The officer, a civilian by the
name of Tuvia Wertheim, was
detained after Israeli police
reportedly found in his home
large quantities of explosives,
as well as propaganda mate-
rial of Rabbi Meir Kahane's
Kach movement.
