Arab Bank
For West Bank

Jerusalem (JTA) — A series
of economic liberalization meas-
ures in the West Bank will be
capped by the establishment of
the first Arab bank in the terri-
tory, the head of the civil ad-
ministration, Col. Freddie
Zachs, told reporters Monday.
He said the government and
the bank of Israel recently gave
final approval to the project in-
itiated by a prominent Nablus
businessman, Zafer Al-Masri. It
is aimed at improving the qual-
ity of life in the administered
territories where the vast major-
ity of the inhabitants are Pales-
tinians. Until now, only Israeli
banks were allowed to operate,
with the exception of a minor
bank, Falastin, in the Gaza
Strip.
Zach predicted that once the
Arab bank opens in Nablus,
West Bank residents will de-
posit millions of Dinars they
have been hoarding in their
homes, thereby stimulating the
territory's lagging economy.
Some 6,000 Jewish Israelis —
both veterans and newcomers —
settled in Judea and Samaria
during 1984 according to figures
released by the central bureau
of statistics this week. The fig-
ure compares to only 1,600 who
went to live in the north of the
country, including the Golan
and the Galilee.

France Airs
TV Show

Paris (JTA) — The state-
controlled television, reversing
an earlier decision, announced
that it will screen a documen-
tary film about an underground
resistance network comprised
mainly of Jewish refugees from
Eastern Europe which fought
the Nazis during the occupation
of France in World War II until
it was "sold out" to the Germans
by the French Communist
Party.
The television authority de-
cided to reschedule the film in
face of angry protests that it
had given in to Communist
Party pressure then it cancelled
the screening last month. The
Communists, for their part, are
denouncing the turn-about,
charging it is intended to "make
the people forget the economic
crisis and unemployment."

Yarmulke Case

Washington (JTA) — The Sup-
reme Court agreed last week to
decide for the first time whether
an Orthodox Jew may wear a
yarmulke while on duty in any of
the United States armed forces.
The court is expected to hear the
case during its fall 1985 term.
The case centers around Rabbi
Simcha Goldman who, while on
active duty in the U.S. Air Force,
was ordered to remove his yar-
mulke. Chaplain Goldman had
served in the Air Force for three
years when a new base comman-
der ordered him, on pain of disci-
plinary action, to remove his
skull cap.
