According to Victor Harel,
press counselor for the Israeli
Embassy in Washington, Is-
rael had informally protested
to the U.S. about a space shut-
tle's launching of the Arab-
owned satellite. In turn,
NASA told the Israelis, Harel
said, that the satellite was
owned by an internationally-
composed organization that
could not be barred from
using the services of the space
shuttle because of the ter-
rorist activities of one or two
of its members.
Israel has also been offered
the opportunity to orbit a
satellite from the space shut-
tle, Harel said. It has declined
for now because of the high
cost of such a satellite.
This is the second satellite
orbited by a Western nation
for the Arab countries. In
February, Arianespace, the
firm responsible for the com-
mercial operations of the 11-
nation European Space
Agency, launched the first
"Arabsat."
On the same space shuttle
flight that launched the sec-
ond Arab shuttle was Saudi
Prince Sultan Salman al-
Saud, who was a member of
the seven-man space vehicle's
crew. It is standard NASA
policy to include among the
space shuttle crew a "payload
specialist" from a nation or
corporation that owns a satel-
lite that will be launched.
Al-Saud was also a test sub-
ject for several biological ex-
periments. His duties also in-
cluded examining the interac-
tion of the shuttle's rocket
plumes with the space
environment and studying
the effects of the lack of
gravity on the separation of
oil and water.

Qaddafi Warns
Zaire Leaders

London (JTA) — During the
visit to Israel last month of
President Mobutu Sese Seko of
Zaire, Libyan leader Muamar
Qaddafi arrived uninvited in
Zaire's neighboring countries of
Burundi and Rwanda where he
made threats against Zaire and
its leaders, the World Jewish
Congress reported Monday.
According to Kinshasa radio,
monitored by WJC sources, this
development had been disclosed
by Mobutu at a meeting he
chaired of the National Party
Leadership. "Taking advantage
of his stay in Burundi and
Rwanda, the Libyan head of
state had the temerity to utter
threats against Zaire and its
leaders," the radio broadcast
said.
