Should Israel agree to re- lease the Shiite prisoners, all experts agreed, it would ap- pear to have abandoned its policy of not yielding to ter- rorists' demands. "I would expect that at the earliest opportunity," said John De- vlin, a former CIA expert on the Middle East, "Israel would show its old non- negotiable stand is still very much in effect. Israel would hold very, very firm — and it will probably hit its enemies very, very hard." The hijacking crisis ap- pears to be yet another link in a chain of terrorist episodes that suggest Ameri- can impotence. These inlude the Iranian crisis that paralyzed the Carter Ad- ministration, and the April, 1983 bombing of the U.S. Embassy in Beirut. Despite warnings, innuendoes and verbal saber-rattling, the United States has never re- taliated for these incidents. The old jingoistic adage, "Millions for defense, but not one cent for tribute" seems to have been stood on its ear in recent years. Part of this is the very na- ture of the contemporary ter- rorism. As Marius Deeb of Georgetown said, "The whole problem in Beirut is bigger than the Amal or Hezballah. It's how to end and how to respond to state-sponsored terrorism." Terrorist proxies, said Deeb, allow Iran and Syria to "act without being responsible." What is needed to ensure the safety of American citi- zens abroad — and of all citizens — is a firm, explicit and unbending policy against terrorists. "We can't rely on rhetoric," said Kenneth Stein. "We must say exactly what will happen to ter- rorists and we must do it. They must be punished. We cannot tolerate lawlessness." "One of our problems is that we do not anticipate terrorism," said Stein. "We react to it. We need to be an- ticipatory in international relations." Robert Freedman of the Baltimore Hebrew College also recommended punitive action to discourage ter- rorists.
