Santa Claus
For The Fourth

Independence Day is fast ap-
proaching. I have a modest pro-
posal to enhance Oak Park's an-
nual celebration.
Our neighbor to the north, the
City of Berkley, displays a hand-
some Santa Claus figure every
December. If we can arrange to
borrow it for the day, it would look
perfect on our city hall front lawn
(right on the parade route). This
jolly old elf stands about eight feet
tall, and a sizeable Old Glory coud
be fitted into his waving right
hand in honor of the occasion .. .
The United States Supreme
Court has ruled that a Santa
Claus figure renders secular any
display with which it appears.
Since he's not a religious symbol,
it's silly to keep the old boy in
mothballs just because we have no
creche by which to place him.

Quite bluntly, nothing about
the ACLU stance on racial prefer-
ences distinguishes them from
George McGovern, Benjamin
Hooks, or any other affirmative-
action hardballers.

In the May 31st issue of The
Jewish News there was an impor-
tant story that everyone, espe-
cially parents and grandparents,
should pay close attention to. A
22-month-old child, Brandon
Weiss, is in need of a bone marrow
transplant and people need to be
tested to find someone whose tis-
sue type matches young Bran-
don's.
Our Lord acts in mysterious
ways and there is no way to pre-
- dict which child will be in need of
our help. Remember, that child
could be any one of our own .. .

article, "The Refuseniks: A Jour-
ney into Limbo," by Elsa Solen-
der. I have read and re-read this
compelling and accurate descrip-
tion of the trip to the Soviet Union
shared in many ways by so many
of us in the Detroit area.
As I laughed and cried over
similar experiences, I realized
that your readers may not know
that Detroiters who wish to or are

The ACLU And
Racial Quotas

The May 10 profile of Howard
Simon states that the ACLU sup-
ports "individually-tailored af-
firmative action programs" but
"does not endorse the idea of ra-
cial quotas in either the public or
private sector." Either Simon was
misunderstood by your reporter or
he is out of touch with his organ-
ization's declared. policy.

Howard Simon's response:
The ACLU does support vigor-
ous efforts to redress the adverse
effects of discrimination, includ-
ing the use of special programs to
seek out qualified members of
groups that have been subjected to
discriminatory laws and customs,
and where necessary, to provide
remedial education and training
programs and financial aid.
Prof. Kelman is correct, the
ACLU also supports the imposi-
tion of numerical remedies in
cases where there has been a judi-
cial, administrative or legislative
finding of discrimination. We also
support the voluntary use of such
remedies to address disadvan-
tages caused by discrimination.
We use "numerical remedies" –
rather than the emotionally
charged term "quota" – meaning
the adoption of a number which an
employer or school commits itself
to meet, and must meet unless it
demonstrates that it could not
meet the number through all rea-
sonable good faith efforts to do so

Lower Interest
Rate Proposed

New York (JTA) — Sen. Daniel
Inouye (D-Hi.) said Sunday that
his proposal that the United
States reduce the interest rate on
loans to Israel from 12 to 5 percent
has received a "favorable re-
sponse" from his Senate col-
leagues.
Such a move would send a
"strong, unmitigated, clear as
crystal message to Israel that the
United States stands by her," he
told the closing session of the an-
nual meeting of the National
Commission of B'nai B'rith.
Sen. Inouye, a member of the
Senate Appropriations Commit-
tee, added that it would also
"demonstrate that the United
States recognizes Israeli sac-
rifices for peace." He said it would
help alleviate Israel's "unprece-
dented economic burden by reduc-
ing the interest charges over the <
life of its U.S. loan portfolio by
$8.5 billion."
The U.S. charges other nations
an interest rate of 5 percent, ac-
cording to Sen. Inouye.
