ficit are often too simplistic,
ignoring the underlying
philosophic issues of the pur- .
poses of government and taxa-
tion.
Questioned 'about govern-
ment waste in social pro-
grams, and the impact of
Jewish organizations on
Capitol Hill, Levin pointed out
that there is "waste in the
Pentagon, too. Do we elimi-
nate the Pentagon or do we
eliminate the waste?" He gave
high marks to Jewish organ-
izations for their programs,
saying that they should not
change what they are doing.
What must change, he said, is
"the perception of what they
are doing."
Levin told the audience that
the "so-called Israel lobby,"
including the American Israel
Public Affairs Committee has
not become "lazy" or "too
sophisticated" — the words of
one questioner. He said
AIPAC is used by Congress as
a reliable source of informa-
tion. "But they won't be alone
for long," a reference to the
growing strength of Arab
organizations in Washington:
The narrowing of support
for a black-Jewish coalition
"has levelled off," Levin said,
and efforts are being made to
correct problems between the
two groups. Levin pointed to
recent action in Congress
against apartheid in South Af-
rica. The leaders of the effort
were a Philadelphia black
(William Gray) and two
Jewish Congressmen: Stephen
Solarz of Brooklyn and How-
ard Wolpe of Lansing.
Budget-cutting and taxes
were topics raised by the audi-
ence. Levin advocated a
minimum (base) tax, and gave
examples of the Congressional
mood when he said few Con-
gressmen are concerned about
deficit reduction.
"All they talk about is tax
cuts when we have a $150-
$200 million yearly deficit."

Official Visits
Haifa Troupe

Bonn (JTA) — The Haifa
Theater, which has been touring
West Germany for the past two
weeks, had a distinguished vis-
itor for its performance before a
capacity house in Duesseldorf.
President Richard von Weiz-
saecker of the Federal Republic
joined the large audience in
applauding the actors and
playwright after a three-hour
performance of The Ghetto.
Weizsaecker's appearance was
seen as a gesture of solidarity
with Israel as represented by its
troupe of actors.
