The Education Ministry, as part of its plan to reduce the budget, sent out dismissal notices last week to some 5,400 non- tenured teachers. But even with this reduction, the Finance Minis- try is seeking an additional cut of 60 million Shekels (about $60,000). Premier Shimon Peres met last Tuesday with Education Minister Yitzhak Navon and Finance Minister Yitzhak Modai on the crisis triggered by the refusal of the secondary school teachers to forego wage-scale incremental raises due to them last Sep- tember. Navon asked the Cabinet to deal with the problem, because of the educational and social con- sequences of the proposed cuts. The Citizens Rights Movement, meanwhile, submitted a motion of non-confidence in the unity gov- ernment for its handling of the crisis in the education system. NORTHWEST OFFICE 356-5730 Jerusalem (JTA) — As thousands of Israelis signed pet- itions of protest, the Knesset Finance Committee approved, by a margin of one vote, a gov- ernment proposal to double the travel head tax from $150 to $300 per person. The vote was 9-8 with one abstention. Committee members opposed to the measure included four members of the Labor-Likud co- alition, among them former Fi- nance Minister Yoram Aridor of Likud who called the tax in- crease "stupid." Of the more than 20 economic austerity measures approved by the Cabinet last week, this one has proven the most controver- sial. Its intention is to curtail travel abroad during the peak summer season in order to con- serve Israel's dangerously de- pleted foreign currency reserves. But opponents predicted it will play havoc with Israel's tourist industry which is an important source of foreign currency earn- ings.
