Striking Nurses
Return To Jobs

Tel Aviv (JTA) — Striking
nurses and administrative em-
ployees returned to the emer-
gency rooms and admission wards
at government hospitals Sunday
in compliance with a back-to-
work order issued by a local labor
court. Their union representa-
tives are continuing negotiations
with the Health and Finance
Ministries for higher salaries and
improved working conditions. -
Meanwhile, a dispute between
teachers and the Education
Ministry meant no classes this
week for about one million school
children.
The teachers, demanding the
immediate withdrawal of some
3,500 dismissal notices sent to col-
leagues, stayed off the job in kin-
dergartens and elementary
schools and in some high schools
and junior high schools. The Edu-
cation Ministry insists it sent no
dismissal notices, merely "warn-
ings" to non-tenured teachers or
those found unsatisfactory during
the past school year.
Postal workers last week can-
celled a planned three-day strike
and agreed to stay on the job while
the talks with the Communica-
tions Ministry continue.

Labor Gains
In Histadrut

Tel Aviv (JTA) — Likud took a
sound drubbing in last week's
Histadrut elections and its control
of local labor councils was reduced
from two to one.
With 90 percent of the vote
counted, the Labor Party had won
66.7 percent of the 1,501 delegates
to the Histadrut Conference, the
labor federation's highest
policy-making body, and Likud
21.4 percent. This represents a
five percent gain for Labor and a
five percent loss for Likud. Absen-
tee ballots and soldiers' votes yet
to be tallied are not expected to
change the results.
In the outgoing conference,
elected four years ago, Labor's
edge over Likud was 61.98 per-
cent to 26.35 percent. Pundits
were saying before the elections
that if Labor substantially in-
creased its lead over Likud, the
results would have national polit-
ical implications that could affect
the future of the Labor-Likud co-
alition government.

Foreign Aid
Bill Approved

Washington (JTA) — The Se-
nate passed a foreign aid
authorization bill May 16 for fis-
cal 1986 which included $1.5 bil-
lion in supplemental economic as-
sistance to Israel as well as in-
creases in military aid substan-
tially above the fiscal 1985 level.
The foreign aid package for fis-
cal 1986 will provide a total of
$4.5 billion in aid to Israel, includ-
ing the $1.5 billion supplemental
aid and $1.8 billion in military
grants — a $400 million increase
over the fiscal 1985 level. Israel
would receive $3 billion in fiscal
1987.
