"We are hearing many
different voices from the Mid-
dle East on this issue and we
are not going to comment on
every report," Department de-
puty spokesman Edward
Djerejian said.
Djerejian said last week
that the U.S. believes that
non-PLO members of the
Palestine National Council
could represent the Palesti-
nians on a joint Jordanian-
Palestinian delegation for
talks with the U.S. leading to
, direct negotiations with Is-
rael.
But PLO leaders in Tunis
were quoted as saying that
only declared members of the
PLO could represent - the
Palestinians. The U.S. refuses
to meet with the PLO until it
accepts United Nations Secu-
rity Council Resolutions. 242
and 338 and recognizes Is-
rael's right to exist.
The PNC officially Calls tor
the PLO to engage in an
"armed struggle" for the de-
struction of Israel. Although
in 1983 it passed a resolution
calling for a Palestinian state
on the West Bank and Gaza,
with Jerusalem as its-capital,
it stressed that this was only
the first step in "completing
the liberation of all Palesti-
nian territory."
But Djerejian stressed that
the U.S. differentiates be-
tween the PNC as an organ-
ization and its individual
members. He would not say
how the U.S. would determine
whether individual members
accept U.S. conditions for
meeting with the PLO.
The U.S. position is seen as
aimed first at getting King
Hussein of Jordan to convince
PLO chief Yassir Arafat to
allow non-PLO members to
represent the Palestinians on
the joint Jordanian-
Palestinian delegation. Arafat
, has insisted that only the PLO
can speak for the Palestinians.
The Secretary of State also
devoted part of his two-day
visit to discussions of Israel's
severely troubled economy.
On Saturday night, he dined
with Finance Minister Yit-
zhak Modai at the home of
U.S. Ambassador Samuel
Lewis and he also discussed
economics in depth with Peres.
The premier told the
Cabinet that Shultz stated
explicitly that American sup-
plemental economic aid to Is-
rael "would not be linked to
any conditions, political or
economic." Peres added, how-
ever, that Shultz made it clear
that the U.S. expects Israel to
"take the necessary measures"
to cure its economy.
