UN Seminar
On Mideast

United Nations (JTA) —
Statements at the opening session
of a United Nations regional
seminar on the question of "Pales-
tine," which is being held in Pek-
ing, the capital of China, stressed
the need for a just solution to the
conflict between Israeli Jews and
Palestinian Arabs, according to a
UN report released in New York
last week. The conflict between
Israeli Jews and Palestinian
Arabs is the core of the Mideast
problem, the speakers at the
seminar asserted.
Speaking for China, Geng Biao,
a committee vice-chairman of the
National People's Congress, said
Israel and its supporters had so
far refused to • recognize the
legitimacy of the rights of the
Palestinians. China, he said, sup-
ported the Palestinian people in
their just struggle, and any pro-
posal to restore their legitimate
rights would have China's back-
ing.
Representatives of 45 countries
attended the seminar. The chair-
man of the UN Committee on
Palestinian Rights, Massamba
Sarre, of Senegal, said the non-
implementation of the commit-
tee's action program for the at-
tainment by the Palestinians of
their inalienable rights was "most
discouraging." It was due, he said,
to the intransigent opposition of
Israel encouraged by the veto
power of one of the permanent
members of the Security Council.

Bonn (JTA) — Responding to
long standing pressures from
Jewish groups and others, the
Bundestag accepted last week
legislation which gives the state
the authority to charge individu-
als who deny the systematic kil-
ling of the Jews by the Nazis.
But the same rules apply also
for individuals who deny that the
Germans had been victims of a
genocide in the last stages of
World War II or shortly after the
war ended.
The new legislation, submitted
by the government, does not treat
the denial of the Holocaust as an
offense as such . But it says that a
statement denying the Holocaust
is an insult to the persecutees of
the Nazis (or for Germans in the
case of denial of crimes committed
on them), and therefore permits
the initiation of legal proceedings.
The legislation enables courts
to impose prison terms up to two
years.
Jewish leaders in Germany said
prior to the vote that the Nazi
crimes cannot and should not be
compared with any other crimes.
Some of them went so far as reject-
ing the legislation in its present
form.
In the vote by roll call, most of
the coalition groups, namely the
Christian Democratic Union, the
Christian Social Union, and the
Free Democratic Party supported
the legislation, while most of the
opposition groups, such as the So-
cial Democratic Party and the
Green Party, rejected it.
