Tel Aviv (JTA) — Israelis cele-
brated the 37th anniversary of
their independence last Thursday
in a less than joyous mood. Fes-
tivities were muted. There were
far fewer flags on display than in
past years, less bunting and
ribbon-bedecked portraits of na-
tional leaders on commercial •
premises, more modest decora-
tions and fewer colored lights on
public buildings, reflecting
budget cuts and the high cost of
electricity.
For the first time since the an-
guished days following the 1973
Yom Kippur War, the national
spirit is low. It was mirrored in
President Chaim Herzog's Inde-
pendence Day address, broadcast
on radio and television last Wed-
nesday night. He dwelt on what
he saw as the most serious chal-
lenge to Israel's grave economic
crisis, the armed conflict in Leba-
non not yet fully ended. He also
spoke of "internal problems that
give me particular cause for con-
cern" — extremism, fanaticism,
racism — which threaten the fab-
ric of Israel's democracy.
Sullen, heavily overcast skies,
high winds and unseasonably low
temperatures contributed to the
sombre mood though they did not
keep tens of thousands of Israelis
from beaches, picnic grounds and
camping sites. By mid-morning,
parking lots were filled to
capacity at those sites.

accompanied by their children,
strolled through military bdses
and installations which tradi-
tionally are open to the public on

Bonn (JTA) — Marc Scheps, di-
rector of the Tel Aviv Museum,
has become the first Israeli to re-
ceive the Goethe Medal, the only
official decoration of the West
German Federal Republic in the
field of cultural exchange.

Leave U.S.

Washington — A pair of men
suspected of helping Nazis perse-
cute Jews during World War II
have left the United States rather
than face legal action, according
to the Justice Department.
Juozas Kisielaitis, 64, of
Shrewsbury, Mass., who holds
Canadian citizenship, returned to
Canada, Neal M. Sher, director of
the department's Office of Special
Investigations said this week. The
government charged last year
that Kisielaitis assited the Nazis
while he served in the
Schutzmannschaft, a military
battalion in his native Lithuania.
Sher also said that Paul
Bluemel, 83, of Ocala, Fla., left
last week for West Germany after
admitting to OSI officials that he
was deportable under federal law
barring entry into the U.S. by
anyone who has persecuted civi-
lians.

Shimon Peres, outgoing U.S. Am-
bassador to Israel Samuel Lewis,
Hebrew University of Jerusalem
Chancellor Avraham Harman
and Robert H. Smith of Washing-
ton, D.C., outgoing chairman of
the Board of Governors of the He-
brew University, will be among
12 persons who will receive hon-
orary doctorates in June from the
Hebrew University of Jerusalem.
The university is celebrating its
60th anniversary.
