Israelis Seeking Sales
To U.S. Defense Dept.

Washington — In cooperation
with the U.S. Defense Depart-
ment, the Israeli Embassy in
Washington is sponsoring a two-
day seminar at the end of this
month designed to teach Israeli
arms manufacturers how better to
sell their products to the U.S.
armed forces.
In recent years, increasing
numbers of Israeli-made
weaponry have managed to pene-
trate the giant and very lucrative
U.S. defense establishment. Is-
rael has sold the United States
everything from Uzi submachine
guns and ammunition to sophisti-
cated electronic communications
equipment, including pilotless re-
connaisance aircraft and aerial
decoys. Israel Aircraft Industries
has leased 12 Kfir fighters to the
U.S. Navy.
But Israeli officials believe that
there are many other Israeli
products, battletested and reli-
able, which could be sold to the
U.S. armed forces if only mar-
keted in a more effective manner.
"That's where the conference
comes in," says General Uri Sim-
choni, the military attache at the
Israel Embassy in Washington.
He said representatives from
many Israeli companies will hear
directly from Pentagon procure-
ment officers and other specialists
about the best ways to penetrate
the huge U.S. market.
There is a complex U.S. Defense
Department bureaucracy which
can complicate such sales unless
the sellers "know exactly what
they are doing."
The Pentagon has cooperated
with the Israeli Embassy in or-

ganizing the seminar. In recent
years, U.S. officials have prom-
ised to try to increase Israeli sales
to the United States but so far
there have been only mixed re- s
sults.
Simchoni said the seminar re-
presents a first of its kind for Is-
raeli industry. He noted, however,
that the Pentagon had helped Au-
stralia put together a similar con-
ference a few years ago. That con-
ference was very effective in help-
ing Australia increase its own
sales to the U.S. armed forces,
Simchoni said.
Under a 1979 U.S.-Israel
Memorandum of Agreement —
renewed last year — the U.S.
enabled Israel to bid for U.S. mili-
tary contracts along the lines of
other friends and allies. But many
Israeli companies have been un-
able to successfully market their
products because they were un-
familiar with the complex U.S.
regulations on bidding for con-
tracts.
Simchoni said Israeli com- J
panies sending representatives to '
Washington for the conference
will have to pay a $200 registra-
tion fee to help cover some of the
expenses of the sessions, all of
which will take place at the em-
bassy.
Meanwhile, Israel Military In-
dustries is still hoping to conclude
a giant sale of 120 mm mortars to
the U.S. Army despite a severe
setback last month.
The U.S. Army is now review-
ing the entire sale. Israel has
faced some stiff competition from j
France and Spain for the sale.
