Ties 'Strained'

New York (JTA) — Meir
Rosenne, Israel's Ambassador to
the United States, said in New
York last week that although Is-
rael and Germany have "normal
relations" and diplomatic ties, the
Jewish people has not forgotten
the horrors of the Holocaust.
"Accepting reparations (from
Germany) and establishing dip-
lomatic ties does not mean re-
habilitation," Rosenne, a
Holocaust survivor, told more
than 400 people who gathered at
Alice Tully Hall at Lincoln Center
for a Holocaust memorial eve-
ning. "We have a long memory
and we will always remember the
Holocaust," he said.
Rosenne, who appeared in the
dialogue Forum Series, was
interviewed by Rabbi William
Berkowitz, founder and mod-
erator of the program. He refused
to answer any question regarding
President Reagan's planned visit
to the Bitburg cemetery in West
Germany where SS Nazi troopers
are buried.
In Washington last week, the
Israeli Ambassador advised Is-
rael's friends and enemies not to
misjudge Israel's strength be-
cause of the frequent dissent voi-
ced in the Jewish state.
"I would advise our friends not
to be overly impressed by dis-
cussions that take place in Israel
on different issues," Rosenne told
100 people who attended the sec-
ond annual leadership luncheon
of the Washington Jewish Week at
the Capitol Hilton Hotel. "We are
strong enough to dissent."
Rosenne added that "unfortu-
nately our enemies quite often
misinterpret our discussions that
take place in Israel." -

Rabin Remark
Criticized

New York (JTA) — Minister
Without Portfolio Moshe Arens
took issue last week with Defense
Minister Yitzhak Rabin's recent
assertion that terrorism by Shiite
Moslems was a greater threat to
Israel than the PLO.
Addressing the Conference of
Presidents of Major American
Jewish Organizations, Arens,
himself a former Defense Minis-
ter, said that many of the recent
epidemic of suicide bombings and
other terrorist acts were directed
by Damascus, not by fundamen-
talist Moslems. "Without
minimizing the Shiite danger," he
said, "the fact is that the PLO
state-within-a-state and the in-
ternational terrorist network it
heads poses a far more serious
peril to Israel than Shi'ite ex-
tremism does today."
Arens also rejected the argu-
ment that Israel's action in and
withdrawal from Lebanon was
analogous to the U.S. misadven-
ture in VietNam. He noted that
Vietnam was thousands of miles
from America, while Lebanon,
which he described as living in
total anarchy, was Israel's
neighbor and "trouble on our
doorstep." He said he supported
the government policy of with-
drawal from Lebanon.
