piled the Free Press column.
"That's not the language we
usually use. It kind of went by
me. My reaction to it was, 'Oh,
OK. Now I know what area
they are talking about. That
identifies the pdpulation
there."
Cook thought the story
originated with United Press
International in Washington,
D.C. He gave The Jewish
News the telephone number to
track down the mystery of
Palestinian East Jerusalem.
Jacques Calfin of the UPI
cable desk was just as puzzled.
He said UPI has no estab-
lished policy on terminology,
but cited a few unwritten UPI
rules for the Middle East war
of words:
"The West Bank is occupied,
not administered, said Calfin.
(Score 1 -for the Arabs.) "We
don't use the word Israel, or
anything else, after
Jerusalem. (Score 2-0.) We
have a similar policy. for Be-
rlin, although the parallels
are not identical for Berlin and
. Jerusalem."

Calfin said UPI's policy "is
to go with a universal consen-
sus. We try not to favor one
side or the other." He said that
normal UPI wording to denote
the nationality of the majority
of the residents of East
Jerusalem is to refer to the
area as Arab East Jerusalem.
He then took the time to look
up the UPI story. It turned out
to be different than the story
that appeared in the Free
Press.
A second call to a now-
puzzled Christopher Cook
started a one-minute com-.
puter search for Palestinian
East Jerusalem. The three-
word phrae had appeared in
Associated Press copy, not
UPI, and the Free Press had
used it verbatim. Cook pro-
vided the AP telephone
number in New York.
"That's kind of unusual,"
said a surprised Frank Cre-
peau, assistant foreign editor
on the AP cable desk. "Nor-
mally we would just say East
Jerusalem, or Arab-populated
East Jerusalem if we felt we
had to pin it down more. We
completely stay away from the
political end of it. That (word-
ing) is kind of unusual. We
don't usually see that at all."
Crepeau said he would send
a note to AP's Tel Aviv bureau
about Palestinian East
Jerusalem. The Middle East
war of words and the Tel Aviv
bureau were not new to him —
Crepeau had worked for 4'/2
years at the AP bureau in Tel

Aviv, ending his stint there in
1980.
He also commented on a sec-
ond phrase in the AP story, a
reference to Israeli prison con-
ditions for Palestinian "guer-
rillas."
"When we say terrorists,"
Crepeau said, "we do it when
we quote the Israelis directly.

las." (Score 3-0). "One man's
terrorist is another man's
freedom fighter — we try to
call it down the middle.
"But if they attack an or-
phanage or a bus or an old age
home, then we call them ter-
rorists. I don't think there is
any question about that."
(Score 3-1).
Crepeau's computer screen
showed that the AP story with
the words Palestinian East
Jerusalem had been sent to the
Free Press and other morning
newspapers in the U.S. at 2
p.m. Thursday. A second story,
for Friday afternoon papers
was sent out at 5 p.m. without
the
Palestinian East
Jerusalem phrasing. (Score
3-2).
"I'll definitely send Tel Aviv
a note," Crepeau said, adding
another bit of Middle East jar-
gon.:

Levin Cancels
Soviet Trip

Washington — Four U.S. Sena-
tors, including Michigan Demo-
crat Carl Levin, canceled their
trip to the Soviet Union this week
when the Soviet Foreign Ministry
objected to the inclusion of an aide
to one of the Senators.
The week-long trip, planned
last month at the invitation of the
Soviet Academy of Sciences, was
to have included talks on arms
control and other U.S.-Soviet is-
sues. Sens. William Cohen (R-
Maine), Joseph Biden (D-Del.)
and Warren Rudman (R-N.H.)
were to have joined Sen. Levin on
the trip.
The Senate delegation decided
to cancel the trip when the Soviet
Embassy in Washington refused
to grant a visa to John Ritch III, a
staff aide to Sen. Biden. Soviet of-
ficials are apparently disturbed
over a report Ritch wrote last year
after travelling to Afghanistan.
