Lyons called on Jews and Christians to stand strongly behind Israel, "a nation which is still democratic, a nation which is struggling with its very existence." Speaking to the Allied Jewish Campaign's Professional Health Division, Lyons is just back from his second ecumenical study mis- sion to Israel, made up of 23 Christian lay people and clergy. Founder and director of the Ecu- menical Institute for Jewish- Christian studies, Lyons is a staunch supporter of Israel and has made a commitment to com- batting anti-Semitism. Since 1967, Lyons has visited Israel every year. His interfaith missions give participants a chance to see the state through the eyes of another faith. This year's group of Catholics and Protestants met with Jews, Palestinians and Arabs. Accord- ing to Lyons, "We heard a plea for peace that I've never heard be- fore." Many Palestinians said, "The PLO does not represent - us. They control the guns and the streets, but they don't control the hearts and minds of the people." A Christian-Arab said, "We have to learn to live together in peace." Rev. Lyons said, "Those 23 Christians came back dedicated to the land and the hope (of Israel). Dedicated in a way they never knew." Professional Health Division volunteers were given certificates of appreciation at the meeting for their work on the Allied Jewish Campaign. Dr. John D. Marx, chairman of the division, made a plea for additional gifts toward Operation Moses, the effort to as- sist in the absorption of Ethiopian Jews in Israel. "As we have said on many occa- sions, we regard settlement ac- tivity in the occupied territories as an obstacle to the peace proc- ess," Department spokesman Bernard Kalb, said. "We do not, however, share the view that ac- tivities on the ground rule out the possibility of a negotiated settle- ment." Kalb's remarks came after he refused to comment on a report released in Jerusalem by the West Bank Data Base Project headed by Meron Benvenisti, a former Deputy Mayor of Jerusalem. The study, called "Land Alienation on the West Bank: A Legal and Spat- ial Analysis," charges that the Is- raeli government has taken con- trol of more than half of the land through questionable legal means which has resulted in leaving Jewish settlers with all of the area available for growth on the West Bank. The West Bank Data Base Project is funded by grants from the Ford and Rockefeller founda- tions. Benvenisti was quoted as say- ing that the data in the report re- veals that Israel's control of the West Bank has gone beyond the point where it can ever be re- turned to Arab sovereignty. Kalb said the State Department has not yet seen the report but "we look forward to the opportunity to study the report in detail." He noted, "The facts brought out by the studies, such as the 1984 re- port by the West Bank Data Base Project, point to the urgency of achieving a negotiated resolution of the Arab-Israeli conflict based on Israel's return of territory in exchange for a just and durable peace. To this end, we remain committed to the positions set forth in the President's Sept. 1, 1982 peace initiative." Benvenisti's 1984 report was a detailed study of Israel's policies on the West Bank which predicted the conclusions of the study re- leased this week.
