Rep. Kemp: Opposed change.
Washington (JTA) — Rep. Jack
Kemp (R-NY) assured a group of
Jewish leaders last week he would
oppose any attempt to change a
current income tax law that ha s
benefited their fund-raising cam-
paign.
Rep. Kemp, who has been a
vocal proponent of tax reform, told
officials of the United Jewish Ap-
peal - Federations of Jewish
Philanthropies from New York
that on this issue he would stick
by the tax bill he has introduced to
Congress, which leaves charitable
contributions fully deductible.
"I will fight for it, I support it, it is
my bill and I believe in it," Rep.
Kemp said.
The UJA Federations delega-
tion was in Washington on a one-
day mission which included meet-
ings with Congressional leaders
on a wide range of domestic and
foreign policy issues.
The Congressman's remarks
came in response to concern voi-
ced by the visiting delegation over
a new tax code proposed by the
Treasury Department that would
allow a filer to deduct only rela-
tively large contributions from
his income tax.
Although President Reagan
has stressed that the suggested
tax code was prepared on a word
processor and can be changed, the
clause limiting deductions for
charity has raised fears in the
Jewish community about the ad-
verse impact it could have on
charity organizations, particu-
larly the UJA. The New York
UJA-Federations fund raising
campaign is said to be the largest
philanthropic operation in the
U.S.
In a briefing by Administration
officials with American Jewish
leaders last month, former Treas-
ury Secretary Donald Regan de-
fended the proposed tax reform
measure, maintaining it would
not affect large gifts. But the at-
tempt to limit large deductions for
charity has proved the most con-
troversial part of the Administra-
tion's proposals according to an
aide to Rep. Kemp.
The aide said he doubted any
tax bill limiting these deductions
could pass in Congress and ex-
pected the President would ulti-
mately back down. The tax reform
issue remains for the time being
on a back-burner in the Adminis-
tration and in Congress.
