Kenneth Bialkin, chairman of the International Steering Com- mittee in Freedom of Trade With Israel, announced the undertak- ing in London last week. He said it would seek to eliminate Arab- induced trade obstacles imposed by Tokyo. The committee is com- posed of Jewish organizations such as the American Jewish Committee, the American Jewish Congress and the Anti- Defamation League of B'nai B'rith — of which Bialkin is chairman — and bi-national chambers of commerce in 17 coun- tries, including the U.S., Britain, France, Belgium, Holland, West Germany and Israel. Bialkin, who is also chairman of the Conference of Presidents of Major American Organizations, maintained that Japanese com- pliance with the Arab boycott, at a time when its effect are on the de- cline in most countries, is detrimental to Japan as well as to Israel. He noted that Japanese com- panies presently refrain from sell- ing consumer items such as auto- mobiles to Israel and that Japanese imports of Israeli goods "are regrettably very small." Japan is losing out on a lucrative market, Bialkin said, noting that Israel is rapidly becoming a major manufacturer in high technology industries. He announced that a subcom- mittee would consult with Ameri- can, European, Israeli and Japanese businessmen and con- sider a visit to Japan. AWACS Faces New Hurdles Washington (JTA) — The Se- nate Foreign Relations Commit- tee unanimously approved last week a requirement that before any AWACS are delivered to Saudi Arabia President Reagan must certify to Congress that the Saudis have contributed to the peace process in the Middle East. The requirement was proposed by Sen. Alan Cranston (D-Calif.) as an amendment to the Foreign Aid Bill which was adopted by the Committee. When the Senate ap- proved the sale of the AWACS in 1981 Reagan sent a letter to then Majority Leader Howard Baker (R-Tenn.) saying that before de- livery he would certify that the Saudis had been helpful in the peace process as well as several technical requirements to protect the security of the technology in the AWACS. The first five AWACS are scheduled to be delivered in January. The Cranston amend- ment would now make Reagan's promise a requirement under law if adopted by the full Senate and the House. Rep.
