defeated the late Frank Church, a
strong Israel supporter, has re-
cently made some positive state-
ment despite a largely negative
record. But the biggest surprises,
given their previous wholly nega-
tive records, were Helms, East
and Mattingly. The latter two,
coincidentally, are up for re-
election in 1986.

These three Senators, closely
identified with the extreme right
wing of the Republican Party, will
have ample opportunity in the fu-
ture to demonstrate their new-
found support for Israel when
foreign and votes and the issue of
U.S. arms sales to Israel's Arab
foes come up. Until then, it is fair
to withhold judgement. But it is
also appropriate to be grateful to

Senators for having stated a
r the number
of truisms when to comes

to Israel's security needs which
are often overlooked.

It would be wise for any Ad-
ministration, Democrat or Repub-
lican, to heed the letter's advice
when new "peace initiatives" are
proposed.

"We do not deny that there are
men of good will among Israel's
Arab neighbors, and we urge you
to keep talking to all those who
are men of peace. But the volatile
politics, shifting allegiances and
course reversals in the Arab coun-
tries, the lack of stability inherent
in undemocratic systems, and
pervasive Soviet influence com-
bine to thwart efforts for peace,"
they said.

Reacting to criticism of its posi-
tion against pro-Israel political
action committes (PACs) reported
in the Wall Street Journal, the
American Jewish Congress has
I sought to clarify its stance. In its
own letter to the Journal, AJCon-
,. gress President Henry Siegman
stated, "The well-being and secu-
rity of the State of Israel must al-
ways remain a priority concert for
American Jews, and so long as
PACs remain a part of our politi-
cal process PACs devoted to that
cause will always need and de-
serve the community's support."

If the final outcome of this
episode is to secure greater sup-
port for pro-Israel PACs then it
will have all been worthwhile.
