man that the average worker can
identify with, albeit an ordinary
man of exceptional ability and ta-
lents.
On taking office Kessar pledged
protect workers' salaries, to
fight unemployment and to
fight
strengthen the weaker sectors of
Israeli society. This latter aim is
very dear to Kessar's heart in an
era when trade unions tend only
to defend th rights of skilled
workers at ti-• expense of the el-
derly, the unskilled and the un-
employed.
Kessar is no dogmatic ideologue
who blindly defends the workers
he represents. He sees higher
productivity and increased effi-
ciency as the salvation for Israel's
economic malaise, rather than a
too constricting austerity pro-
gram. Kessar claims he will not
:countenance unemployment at
the level of other industrialized
countries, nor will he tolerate the
workers and weaker sectors of
society bearing the brunt of any
impending recession.
As with all policymakers, how-
-ever, Kessar will be judged by his
'peers for tomorrow's develop-
ments rather than today's
rhetoric.

LLevin Plans
Trip To USSR

Sen. Carl Levin will be part of a
four-member, bi-partisan United
, States Senate delegation travel-
ing to the Soviet Union next
month to discuss arms control and
other U.S.-Soviet issues. The
Michigan Democrat will be joined
by Sens. William Cohen (R-
Maine), Joseph Biden (D-Del.)
and Warren Rudman (R-N.H.).
The trip, scheduled for April
/ 9-15, is in response to an invita-
tion from the Soviet Academy of
Sciences. According to Phil Shan-
dler, press secretary for Sen. Le-
vin, the Senator plans to intro-
duce to Soviet officials a proposal
for a regular, top-level exchange
of military personnel between the
two countries.
Other details of the trip, such as
possible meetings with members
of the Soviet Jewish community,
are "up in the air at this point,”
Shandler told The Jewish News
Wednesday.
