amendment. Just as American
Jews were warned that their
fight against the AWACs deal
would foster anti-Semitism here,
so the same threat surfaced in
the battle over Jackson-Vanik.
Adopting the amendment, it
was claimed, would worsen
Soviet-American relations and
American Jews would be blamed.
The amendment is still on the
books. American Jewish leader-
ship would not oppose its sus-
pension if the Soviets permitted
substantial Jewish emigration.
Gorbachev is nothing if not a
pragmatist. He will weigh the
motives of the Soviet leadership
in prohibiting the exit of Soviet
Jews against the urgent Soviet
need for trade ties with Amer-
ica. Regardless of political or
personal factors, he would prob-
ably opt for what could be in-
elegantly described as a swap:
Jews for goods.

New York — Applying new, ad-
vanced technology to an old in-
dustry is a common practice in Is-
rael. For example, there is the
Aquarium Fish Breeding Center
in Rishon-Lezion, where scien-
tists, businessmen and staff work
round-the-clock monitoring and
controlling the color, health and
size of tens of thousands of tropi-
cal fish for wholesale distribution.
The hatchery includes
innovatively-designed ponds,
cages and filter systems. These
systems enable one to select and
breed the most colorful specimens
of fish as well as control the
natural hazards of breeding fish
such as disease spreading
throughout the ponds. Specially-
blended high-grade food is pre-
pared on the premises.
This unique scientific approach
has resulted in a much healthier,
larger, more beautiful fish that
grows much faster with a lower
rate of mortalty than that which
presently exists in the world mar-
ket.
The Israel Agricultural In-
vestment Authority views the
breeding center as a new industry.
for Israel and has given it "ap-
proved" status which entitles the
center to government loans.
As competition comes primarily
from the Fax East and the major
market in Europe, the Aquirium
Fish Breeding Center enjoys the
added advantage of being located
much closer to this market. This
factor reduces the stress of travel
placed on the fish which further
decreases the rate of mortalty.
The European tropical fish
market provides an estimated
$120 million in wholesale reve-
nue each year. The breeding cen-
ter, which has been in operation
for less than 12 months, hopes to
capture at least 2.5 percent ($3
million) of this market by the end
of the decade. The center has al-
ready shipped its first order and
has $700,000 in additional orders.
