Gorbachev is being hailed as
a new type of Soviet leader, the
first of a new generation too
8 young
to have fought against

is described as more
broadly educated than most of
the older politicians and more
sophisticated and, probably,
wiser than they in the ways of
the world.
Yet, it must not be forgotten
that he is the protegee and dis-
ciple of the late Yuri Andropov.
As head of the KGB and later,
briefly,
as leader of the Soviet
(including original illustration)
regime, Andropov enforced the
harshest anti-Jewish policies in
the Soviet Union since Stalin's
murderous anti-Jewish cam-
paign in the 1950's. Gorbachev
is also the disciple of Mikhail A.
Suslov, who was chief Soviet
idealogue and power behind the
throne.
Gorbachev's angry reaction to
a question during his recent
triumphal visit to Britain on the
treatment of Jews in the Soviet
Union has been taken by many
as a sign that the new Soviet
leader shares the anti-Semitism
division of Equinox Development, Inc.
of many of the men in the Krem-
lin and of large segments of the
Soviet population. That may be:
Gorbachev's record is not so

A British commentator who
observed the Soviet leader
closely during his visit to Bri-
tain pointed out that "Mr. Gor-
bachev is unlike any other
Soviet leader we have seen. He
smiles. He has an attractive
wife. He visits the West. Mr.
Gorbachev is a Communist,
dedicated and unswerving. He
wouldn't be where he is if he
weren't but, he knows it is in the
interest of his country to reduce
tension between East and West.

without an arms control agree-
ment with the U.S, he cannot
give his people both margarine
and guns.

Gorbachev's approach to the
West cannot wait for the out-
come of his struggle to imple-
ment reforms in government, in-
dustry and agriculture..it must
be launched soon, particularly
since the Geneva -arms control
talks could end up in a new and
disastrous arms race in space if
the superpowers don't reach an
agreement.
The Soviet Jewish question,
as the Kremlin well knows, is an

important factor in any relation-
ship with the United States. It
is part of the human rights
basket in the Helsinki Accords
and it is an issue on which the
American public has expressed
itself strongly. When a British
M.P. raised the question with
Gorbachev during his London
visit last December, he replied
angrily that civil rights was an
internal matter and nobody's
business.
While one British observer
said Gorbachev "is not unin-
telligent," he did warn it
woudl be foolish to think that
he will be any mellower, or
any more reasonable toward
the West than others running
Russia." Nor has Gorbachev
given any indication that he
would allow dissidence within
the Soviet Union to relax his
country's harsh infringements
on human rights, especially
those that affect Jewish emig-
ration.
But Gorbachev would not be
the first ruler of a nation to
subordinate his own beliefs and
prejudices if he conceived that
to be in the interests of the
state. He wants — and needs —
trade relations with the United
States. Satisfactory relations
can be established only if the
Soviet Union can enjoy most
favored nation (MFN) trade
status. The Jackson-Vanik
Amendment of 1974 links MFN
status for the Soviet Union on
freedom of Jewish emigration.
Passage of the Jackson-Vanik
Amendment involved the Amer-
ican Jewish community in a
political struggle almost as in-
tense as that five years later
when it lost a vicious and bitter
fight to prevent the sale of
AWAC observation and battle-
control planes to Saudi Arabia.
