Violence In Territories Continues
Despite Ban On Political Demonstrations

Jerusalem (JTA) — Shots fired
by Israeli soldiers wounded an
Arab youth during a stone-
throwing incident at the Kalan-
diya refugee -camp in- the West -
Bank north of Jerusalem Sunday.
He was identified as Maray Salah
Farhan, 17, a student at the
Kalandiya vocational school. He
was rushed to a Ramallah hospi-
tal where he underwent surgery
for a knee wound.
The incident began at 7 a.m.
local time when an Israeli bus
enroute from the Jewish settle-
ment of Shilo to Jerusalem,
passed the vocational school
which is run by the United Na-
tions Relief and Work Adminis-
tration (UNRWA) at the refugee
camp. It came under a barrage of
stones which smashed the
windshield. Glass fragments hit

some passengers but none were
injured.
Last week, Gen. Amnon
Shahak of the Central Command
issued a ban on - political demon-
strations in the West Bank. It
applies to Jewish as well as Arab
residents of the territory, but
Shahak did not rule out excep-
tions.
Gen. Shahak's order was con-
tained in an affidavit presented to
the Supreme Court, which is re-
viewing an appeal by a group
called "Combat 85 ". The Jewish
group had been denied a request
to mount a protest demonstration
along the route of a scheduled
visit by Premier Shimon Peres to
the West Bank.
Peres cancelled his visit, offi-
cially because of weather condi-
tions. But the protestors decided

to pursue their case in court.
Meanwhile, Defense Minister
Yitzhak Rabin, on his first visit to
the Gaza Strip since taking office,
assured Jewish settlers that the
territory would always be a part of
Israel. He also promised local
Arab leaders that Israel would not
block international financial aid
for Arab residents.
Rabin spoke to Israel farmers at
Katif, near the Sinai border, who
expressed fear that their ultimate
fate might be similar to that of the
settlers forced to evacuate Yamit
and surrounding villages in 1982
when Sinai was returned in full to
Egypt.
But the Gaza territory, Rabin
said, "geographically has always
been part of the Biblical Land of
Israel" and "in any event, it must
remain an inseparable part . . ."
