to the realities and perhaps this
time, at long last, there will be
serious Arab-Israeli discussions.
Some of the American
newspapers reveal a certain
amount of skepticism in com-
menting on the reports from
Amman and Cairo but most of
the British press uncritically ac-
cept them. The stately Times of
London thinks the development
is the most important in the
Arab-Israel peace process since
President Reagan announced
the Reagan Plan in 1981 and
says it would be 'tragic" if the
whole thing unravels.
The Guardian, which as the
Manchester Guardian was once
one of Zionism's strongest sup-
porters and is now one of
Israel's severest critics, says
that Washington should give "a
more positive response" to the
Mubarak proposal that the U.S.
convene a meeting of a
Jordanian-Palestinian delega-
tion with the Israelis. The mo-
ment for that, it asserts, now
seems to have arrived.
Of the British press, only the
London Financial Times seems
to have taken a realistic ap-
proach, noting that the Amman
agreement "appears to fudge"
the question of Israel's recogni-
tion as a legitimate state. The
New York Times, editorially,
was critical. The "accord men-
tions negotiation, but not
Israel," it stresses. "It promises
peace" for a "total withdrawal"
from the West Bank, Gaza, and
East Jerusalem but not even
recognitions for the rest of
Israel."
Mubarak, anxiously seek-ing
to ingratiate himself with
Washington and strenghthen
his bid for greatly increased aid,
while at the same time further-
ing his attempts to return
Egypt to its old leadership role
in the Arab world, has been try-
ing hard to take advantage of
the latest development in the
Palestinian situation.
He is said to count heavily on
his new peace activities and his
belated warming up of relations
with Israel to ,overcome
displeasure in the Administra-
tion over his past refusal to
cooperate with the United
States on a number of issues
Washington considers of impor-
tance. One of these was a base
in Egypt that U.S. strategic
command forces could use in an
emergency. Another was the
locating of Voice of America
transmitters beamed to the
Soviet Union on Egyptian
territory.
Mubarak apparently hopes
that Washington will consider
his newly discovered zeal for
Arab-Israel peace to be worth
the additional $856 million in
aid he is asking for this year and
the additional $1 billion he
wants for next year.
That's a high price to pay for
a second-rate exhibition of
shadow-boxing.
