Beth Achim at 1:30 p.m. Dr. Elazar received his M.A. and Ph.D. degrees in political sci- ence from the University of Chicago and an honorary docto- rate of Hebrew letters from the Hebrew Union College. He is president of the Jerusalem Center for Public Affairs and professor, inter-governmental relations, and head of the Institute of Local Government at Bar-Ilan Univer- sity. He also holds the position of professor of political science at Temple University. He is the editor of 700 publica- tions, including 30 books.
