Farhi observed that the UN
Charter, the covenants on human
rights and even the Soviet con-
stitution confirmed the linguistic,
cultural and religious rights of all
"people. Despite these instru-
ments, there is a deliberate effort
by the Soviet government to dep-
rive the Jewish community of a
culture which was linked with the
history of mankind, she said.
In a related development, Israel
charged before the United Na-
tions Human Rights Commission
that discrimination against Jews
"is becoming official state ideol-
ogy" in Syria and the Soviet
Union.
But the Israeli Ambassador, Ef-
raim Dubek, declared that "Israel
) and the Jews seek to develop, de-
spite differences in outlook and
interests, as decent and friendly a
relationship with the Soviet
Union as possible."
,--, Addressing the commission,
Dubek observed that "Syria, a
) country which gave shelter and
active service to prominent Nazis
and SS officers, shows no sensibil-
ity towards its defenseless Jews"
even though they "are of no inter-
est for Syria, economically, politi-
cally or socially. If they are not
rescued in time, they are doomed
to cultural and social death."
In Tel Aviv, the Public Council
for Soviet Jewry has released the
text of an interview broadcast by
Moscow Radio claiming that "the
Zionists helped finance the Hitler
Reich and the Nazi war machine."

had stepped up its anti-Semitic
campaign recently by the broad-
cast of an interview with Lev
Kornayev, a 55-year-old historian
_Ind writer, as part of a series of
attacks on Jews and Israel on
radio and television and in the
Soviet press.
? Meanwhile, a 37-year-old
woman in her eighth month of
pregnancy arrived in Israel last
Friday, six years after she applied
for an exit visa from the Soviet
Union, happy that her third child
will be born in Israel.
Ida Baruchina was accom-
panied by her husband, Dmitri,
and two children, aged 12 and 10,
from a previous marriage.
She lost her job as musicologist
with a record company when she
'applied to emigrate in 1979, and
since then had held a Hebrew lan-
guage study group in her Moscow
apartment.
She told newsmen she had no
idea why she and her family had
suddenly received permission to
leave.
' In February, the Soviets
allowed 88 Jews to emigrate, of
whom 27 came to Israel.
At a Hebrew University semi-
nar it was learned that the
clampdown on Soviet Jewish
emigration in recent years can be
,explained by internal Soviet fac-
'tors, particularly the growing
, labor shortage in the Soviet
' Union, making it less desirable,
from the Soviet point of view, to
allow Jews to be removed from the
labor force.
