Unemployment Among
Israeli Arabs Debated

Jerusalem (JTA) — The Knes-
set Labor Committee devoted last
week a special session to the dan-
gers of unemployment among Is-
rael's Arabs, with most partici-
pants in the session agreeing that
unemployment might further
alienate the Arab population of
Israel toward the state.
According to a budget forecast,
the number of jobless in the entire
society will increase considerably
during the coming months. The
average unemployment rate for
1985 will be 7.4 percent, as com-
pared with 5.9 percent in 1984.
This means that an average of
110,000 people will be unem-
ployed in 1985, some 20 percent of
them Arabs, slightly more than
their 18 percent share in the popu-
lation.
But the experts who appeared
before the committee said that in
practice the number of Arab un-

Toronto (JTA) — Nine hours
after beginning deliberations, a
12-person jury last week found
Ernst Zundel guilty of deliber-
ately publishing lies about the
Holocaust. But less than five
minutes later, Zundel was claim-
ing a moral victory and promising
to appeal the verdict.
Zundel was charged with two
counts of wilfully publishing false
information likely to cause racial
or social intolerance. It was the
first trial in Canada of someone
denying the Holocaust. Zundel
was found guilty of publishing
Did Six Million Really Die? which
claims the Holocaust was a hoax
perpetrated by Zionists to extort
reparation from West Germany.
He was found not guilty on the
second count of publishing a pam-
phlet, "The West, War and Islam."
In an impromptu press confer-
ence held from the prisoners dock
in the courtroom where he had
been on trial for eight weeks,
Zundel told the press, "I have won
on both counts. It cost me $40,000
in lost work, but I got $1 million
worth of publicity for my cause."
A short time later, the woman
who first laid the charges, Sabina
Citron, told reporters she had no
doubt the trial was "absolutely"
the only way to deal with Zundel.
"The whole point is that an evil
was around in the land, and it had
to be stopped," she said.

employment bureaus, because of
the small number of such bureaus
in the Arab settlements, and the
great distance one must usually
make to get to such an office.
Unemployment among Arabs
has risen recently, because of the
crisis in the construction indus-
try, since many Arab employees
make their living in that indus-
try.

correlation between bitterness
over lack of work and disloyalty to
the state.
Chairman Ora Namir joined
the criticism. She said govern-
ment agencies such as the em-
ployment service and the Minis-
try of Industry and Commerce
were unfamiliar with the prob-
lems of the Arab villages.

Hook For
Trip To Amman

Jerusalem (JTA) — Amnon
Kapelyuk, the Israeli journalist
who covered the Palestinian Na-
tional Council meeting in Amman
last month, will not stand trial,
Attorney General Yitzhak Zamir
said today.
He said that after considering
the circumstances of Kapelyuk's
trip and following consultations
with the defense establishment
and the police, he concluded that
the journalist had not com-
promised state security. He
warned Kapelyuk, however, that
crossing the border into an enemy
country was an offense that could
call for legal procedings.
Zamir's ruling was attacked by
right-wing Knesset members who
want Kapelyuk punished for
attending a meeting covened by
Palestine Liberation Organiza-
tion chief Yassir Arafat.
