Exit Visa
For Refusenik

New York (JTA) — Inna
Brukhina, a Moscow refusenik,
has been granted an exit visa to
Israel after waiting since 1978 to
emigrate, the National Confer-
ence on Soviet Jewry (NCSJ), re-
ported last week. Brukhina, a
38-year-old musician, has been
involved in Jewish religious and
cultural activities since 1980,
shortly after her visa application
was refused on unspecified
grounds. She has held Israeli citi-
zenship since 1983.
In September 1984, Brukhina
was implicated in the investiga-
tion of Prisoner of Conscience
Yuli Edelshtein when her home
was searched, allegedly for evi-
dence of narcotics. Although no
drugs were found, the officer con-
ducting the search claimed it is "a
well-known fact that Jews use
drugs in their religious rituals."
Authorities later intimated that
an investigation of Brukhina's ac-
tivities was about to be launched.
Dan Shapira, an associate of
Brukhina whose home was also
seached in connection with
Edelshtein's case has since been
arrested on charges of allegedly
"defaming the Soviet state and so-
cial system."
Brukhina, who is eight months
pregnant, was expected to leave
the Soviet Union with her hus-
band and two children by the end
of the week, according to the
NCSJ.
Meanwhile, only 88 Jews re-
ceived exit visas from the Soviet
Union during February, the
NCSJ reported this week.

Jerusalem (JTA) — Moshe
Mandelbaum, Governor of the
Bank of Israel, continued his at-
tack on the government's eco-
nomic policies this week with the
release of a report by the central
bank. It maintained that the
policies initiated by the Treasury
since the present coalition took
office failed to arrest the dwindl-
ing of Israel's foreign currency re-
serves but succeeded in fueling in-
flation.
The report followed a press con-
ference by Mandelbaum on Sun-
day in which he castigated the
Treasury for its handling of the
foreign currency crisis. It said the
measures taken to stem the de-
cline had, in fact, created a cli-
mate of uncertainty. They include
the nine percent devaluation of
the Shekel; a ban on the import of
luxury goods; a steep rise in the
prices of basic commodities; re-
duction of foreign currency alloca-
tions to persons travelling abroad
to a maximum of $1,000 and the
ban on the use of international
credit cards.
Mandelbaum said the three-
month wage-price freeze which
expired in January had reassured
the public on inflation. An
eight-month package followed,
but the Treasury has since
allowed large price increases for
both subsidized and non-
subsidized products and the pub-
lic, expecting even higher prices,
has renewed its demand for im-
ported goods.
