Abdul Aziz Abu Ali Shahin, who was arrested in 1967 and served a 15-year jail sentence for possession of sabotage equipment, claimed that if he is deported to Lebanon or Jordan his life would be in danger. But the court, in dismissing his appeal, cited a document submitted by the pros- ecution in which the authorities were instructed to make sure than any action against Shahin would take into consideration his per- sonal safety. The court also rejected Shahin's statement that he was a perma- nent resident of the Gaza Strip and as such could not be deported under Israeli law. The authorities noted that he had infiltrated Gaza in 1967 and could be ousted with- out the formality of deportation. According to security sources, Shahin, a one-time close associate of Palestine Liberation Organiza- tion chief Yassir Arafat, was one of the founders of El Fatah, the PLO's terrorist arm and was the PLO commander in the occupied, territories. _While serving his jail sentence he organized political debate groups and hunger strikes among other security prisoners, the sources said. The figure for the last month of the three-month wage and price freeze.was generally expected and caused no surprises. The slight increase over the 3.7 percent December figure was due to price rises for fruit and vegeta- bles, which were not included in the price holddown list, and some increases allowed by the Ministry of Commerce and Industry. Employees will not receive any cost of living increase with their salaries for February, as the total increase in the two months of January and February is less than the 12 percent base for such increments. But next month's figure is ex- pected to be in the two-figure range, following the price in- creases which accompanied intro- duction of the new and present eight-month package agreement. Finance Ministry spokesmen praised the behavior of the public during the difficult period. The Histadrut said that if the gov- ernment continues a careful eco- nomic and financial policy, infla- tion should be kept down to be- tween three and five percent a month. The comparatively low increase was also welcomed by the man- ufacturers and employers. ( c\
