Why will they never learn? Why do they take the Zionist ethic as an enemy and not an example? For there is nothing wrong with the Pales- tinian predicament, that a bit of bitzu'ism could not cure. Not- violence, which is the mis- taken Palestinian construc- tion of action in an emergency, and the opposite of bitzu'ism. Rescue, not revolution, is what the Palestinians require. Isaiah Berlin once observed that the Zionists, too, could have kept up a few refugee camps in Cyprus and made political hay. Instead they got the priorities of a national movement straight. The Arab governments have taken the other course. They have coldly gazed upon their Palestinian brothers in those shantytowns they call refugee . camps and manipulated their misery. The Palestinians, in short, are given a choice. They must choose between the cynicism of the Arab governments and the pragmatism of the Jewish government. All that the Jews have done for the Jews is there for their eyes to see. The Jews have proved that happiness in half of the land is better than unhappiness in the whole. They have proved what a blessing a certain kind of ac- tion can be. They have made compassion efficient. Consider the Falashas, who are falasha no more. Southfield — Ground Floor Harper Woods — Ground Floor 559-9130 371-9200 Montreal (JTA) — An indepen- dent commission to investigate Nazi war criminals living in Canada has been appointed by Justice Minister John Crosbie, to be headed by former Chief Justice Jules Dechene of the Quebec Sup- reme Court. Whe task of the commission, Crosbie told the House of Com- mons last week, will be to estab- lish whether there are any former Nazis and war criminals pre- sently living in Canada, when and how they entered the country and any other information about their past and present activities with a view to bringing to justice those guilty of war crimes and crimes against humanity. The commission has until Dec. 31 to render its report and find- . ings. "A highly important matter like this requires a thorough in- vestigation," Crosbie declared, adding, "These criminals must be brought to justice." But if that is to be done, Cana- dian laws need revision to enable the prosecution of war criminals in Canada, according to a report by the Canadian Law Enforce- ment Commission headed by Jus- tice Allen Linden. Linden main- tained that Canada's war crimes legislation is lax and outdated and is in need of review by gov- ernment officials and the parties concerned. Linden asked rhetorically in his roport„,vvhy suspected war crimi 7 nals living in Canada should es- cape prosecution because extradi- tion has not been sought or be- cause it is blocked by the legalities or is rendered impossi- ble because of the nature of the requesting country's judicial sys- tem. Another major obstacle, he said, has been the aversion of the Canadian justice system to re- troactive legislation. Linden's commission is recom- mending the creation of a new criminal offense related to war crimes and the institution of civi- lian trials of persons accused of war crimes. This turn of events has been hailed by the Canadian Jewish Congress and other groups. How- ever, former Solicitor General Robert Kaplan, a member of the opposition, was sharply critical of what he considers the inordinate length of time to be allowed the Dechene commission to submit its report. Kaplan expressed concern that many suspects who may come under investigation might simply disappear. Wolf Grants • Tel Aviv (JTA) — The Israeli- based Wolf Foundation last week awarded 170 scholarships and five research grants totalling $220,000 in value to Israeli stu- dents and scholars.
