years. It would represent a sig-
nificant boost to Israeli exports
as well as to the defense in-
dustry.
Goldwater and Nunn wrote to
the Pentagon after learning that
the Israeli sale was virtually
completed. They suggested that
there had not been enough
"competitive bidding" involving
potential U.S. contractors.
Until now, Israel's major com-
petition for the sale had come
from Britain, a member of
NATO. Britain earlier had sup-
plied mortars to the U.S. Army.
But American procurement of-
ficers, in staged contests be-
tween the two types, had been
more impressed in recent
months by Israel's mortars.
Before leaving Washington,
Rabin mysteriously hinted at
this setback, although he re-
fused to provide specifics.
At a news conference follow-
ing his session with President
Reagan at the White House, Ra-
bin was asked about pending Is-
raeli sales of military equipment
to the U.S. armed forces. "I be-
lieve there were certain positive
developments," he said.
But he then pointedly added:
"We have less problems with
the Administration than with
certain members of the Senate."
He refused to cite any names.
U.S. and Israeli officials said
he was clearly referring to the
Goldwater-Nunn letter. The of-
ficials said that the sale would
have been concluded had it not
been for that letter.
Israeli military officials —
backed by an array of American
and Israeli consultants and lob-
byists — had been pushing hard
for the mortar sale for a long
time. It was expected to repre-
sent the single largest Israeli ex-
port to the United States ever.
U.S. and Israeli officials said
the letter had not completely
"killed" the transaction. There
is still the possibility that it
could be successfully revived.
But the Pentagon is going to
have to prove to Goldwater and
Nunn that the Israeli-made mor-
tars are the best buy — finan-
cially and qualitatively — for
the United States at this time of
domestic unemployment.
In a positive development for
Israel, the U.S. Navy has gone
ahead with the purchase of yet
more Israeli-made Samson aer-
ial decoys. There was no indica-
tion of the cost involved, but it
was said to be "significant."
In a related development, 62
U.S. senators have already signed
a letter expressing concern
about any immediate sale of ad-
ditional F-15's to Saudi Arabia.
The letter, organized by Demo-
crat Alan Cranston of Califor-
nia, comes at a time when the
Administration already has an-
nounced a delay for several
months in any new sale.
The Administration is conti-
nuing its policy review, slated
for between four to six weeks.
But no specific new sales to
Saudi Arabia, Egypt and other
"Moderate" Arab states are an-
ticipated before May.
