'86 Election Looms Large
For Israel's Friends In The U.S

As the new 99th Congress gets
down to work here in Washington,
the wheels are already spinning
for the 1986 elections. Thirty-four
Senate seats will be up — with 12
Democrats and 22 Republicans
facing the voters.
Since the Senate is now con-
trolled by the Republicans by a
53-47 count, there already is
much speculation as to whether
the Democrats will be able to gain
control by winning four seats.
(Four are necessary since the vice
president — in this case, Republi-
can George Bush — can break
ties.) But for friends of Israel, the
main focus will not be on the par-
tisan make-up of "the world's
greatest deliberative body," but
on the prospects of key friends in
slots affecting U.S.-Israel rela-
tions and Israel's well-being.
The 1984 elections produced
five new senators who should turn

out to be better or at least as good
on Israel-related issues than their
predecessors. They are Albert
Gore, Jr. (D) of Tennessee, Tom
Harkin (D) of Iowa, John Kerry
(D) of Massachusetts, Jay Roc-
kefeller (D) of West Virginia and
Paul Simon (D) of Illinois. Coinci-
dentally, in 1984 a relatively
large number of Republican "un-
friendlies" were up for re-election
but in 1986 a relatively large
number of important "friendlies"
will be facing the voters. In this
category we find Al D'Amato of
New York — a key player on the
Defense Appropriations Sub-
committee and a down-the-line
supporter; Bob Dole of Kansas,
the new Majority Leader and usu-
ally on the right side of our issues;
Paula Hawkins of Florida, serv-
ing on the Foreign Relations
Committee and consistently sup-
portive; Bob Kasten of Wisconsin

— chairman of the Foreign Oper-
ations Appropriations Subcom-
mittee and in a unique position to
fund adequate aid levels for Is-
rael; Bob Packwood of Oregon —
perhaps the most outspoken and
knowledgeable friend of Israel in
the Senate; and Arlen Specter of
Pennsylvania, a key Jewish
member of the Foreign Opera-
tions Subcommittee who is deeply
involved in Israel-related issues.
On the Democratic side, there
are also a number of stalwarts
who will be seeking re-election.
They include Alan Cranston of
California, the Minority Whip
who also serves on the Foreign Re-
lations Committee and a veteran
friend of Israel; Alan Dixon of Il-
linois, a one-termer with a perfect
record of support; Chris Dodd of
Connecticut, a rising star in his
party and a solid supporter on the
Foreign Relations Committee;
and Dan Inouye of Hawaii — the
ranking Democrat on the Foreign
Operations Appropriations Sub-
committee who for years has been
instrumental in increasing aid
levels for Israel.

A recent Public Opinion maga-
zine article points out that ethnic-
ity bears little importance in
American voting decisions today
— except for American Jews when
Israel's security becomes an issue.
Nathan Glazer, its author, ob-
serves correctly that American
Jews are passionately concerned
about Israel's fate. Since Israel, he
states, is "a permanently
threatened nation, owing to its
position surrounded by enemies,
inevitably it becomes a perma-
nent issue in American politics
. . . almost the only issue of
foreign policy that reverberates
significantly on the politics of a
major American ethnic group."
The polls accompanying
Glazer's article establish Ameri-
can Jews as the most liberal com-
pared to other major ethnic
groups except for blacks and His-
panics. For example, 77 percent of
Jews believe the federal govern-
ment bears some responsibility
for the health and well-being of all
its citizens, 92 percent favor some
form of gun control, and 78 per-
cent think a woman should be
able to obtain a legal abortion for
any reason.
Given the relatively liberal
leanings of the American Jewish
community, and with Israel's se-
curity not really an issue in the
latest Presidential campaign, it is
not surprising, therefore, that 65
to 70 percent voted for Walter
Mondale. This tracks with the
finding that 50 percent of Ameri-
can Jews identify themselves as
Democrats and only 15 percent as
Republicans — with the remain-
ing 35 percent preferring the "in-
dependent" label.
