Israeli policy-makers are also
eager to leave southern Lebanon
as quickly as possible, to get the
troops away from the first war Is-
rael has lost — the Shiite Moslem
guerilla war. According to the di-
rector of Israeli military intelli-
gence, General Ehud Barak, 80
percent of the attacks on Israeli
troops in Lebanon are carried out
by local residents, most of them
Shiites.
In the first stage of the with-
drawal, Israel will pull out of 500
square kilometers of Lebanon.
The IDF will continue holding
2300 square kilometers, or about
20 percent of the country. Of the
400,000 people in the region who
will remain under Israeli control
after the first stage, only 70,000
are Christians who might,
presumably, want a continued Is-
raeli presence; 230,000 are
Shiites; 30,000 are Druze; and
40,000 are Palestinians, all of
whom are potentially hostile to
Israel.
Just last weekend, there were
five rocket attacks on Israeli posi-
tions in southern Lebanon. There
were no casualties, but the at-
tempts served as notice that the
guerrilla war against Israel will

continue for as long as the Israeli
army is in Lebanon.
"We are losing the guerrilla
war," said Dr. Heller, "because we
are facing a 'highly motivated
local population which is able to
obtain the kind of equipment it
needs for the limited operations it
carries out against the IDF. They
have a clear political purpose. Is-
rael does not, because there is no
national concensus that our stay
in Lebanon is worth the price we
are paying."
At present, Israeli forces con-
trol the crossing points from
northern Lebanon to the south,
the Awali River bridge and Batir
A Shoulf (gateway to the Druze-
controlled Shouf Mountains).
This control stems the flow of exp-
losives and sabotage material
from the north which would be
used against Israeli troops.

Most of the people using the
Awali River bridge are Lebanese
Christians; therefore, the
Israeli-backed South Lebanese
Army, which is commanded by
Christians, carries out the body
searches and goes through the
suitcases of the people walking
across. Israeli soldiers still check

all cars crossing the bridge. On
February 18, though, when Is-
raeli forces leave the Awali River
bridge, it will be easier for
Lebanese to smuggle weapons
into the south.
The Christians crossing the
Awali River bridge are terrified
about the possibility of a massacre
after the Israeli pullback from
southern Lebanon. "Of course, we
know you must leave," said Pierre
Azi of the Christian village of
Wadi Zain, just south of the Aw-
ali. "But you must know that the
fratricide between the Lebanese
communities will start the min-
ute you leave. We hope the
Lebanese army will be able to
maintain order.
"If the Shiites do take control,"
said Heller, "I believe they will
have an inherent interest in
preserving stability in the area.
That means preventing the re-
turn of the PLO and the recon-
struction of a large terrorist in-
frastructure, which will de-
stabilize life in their areas of resi-
dence and will invite Israeli retal-
iation."
There are conflicting views on
what the Lebanese war has done
to the Israeli soldier. "We are a
reserve army whose function is to
keep the country prepared for im-
pending war," said a senior Israeli
Defense ministry source. "But in-
stead of training to be better tank
gunners; reservists are wasting
their time policing Lebanese
towns and villages."
A senior officer in charge of se-
curity in the Zaharani region,
Colonel Zeev, believes Lebanon
has improved his soldiers. "My
men have learned more here in
two weeks than they could have in
a year of training in Israel," he
claimed.
"For the past two years, I have
been here more than at home. It
has become my first home. I de-
veloped senses I never knew I had,
in order to detect the slightest
changes in the terrain because it
could be a roadside bomb."
Most soldiers in Lebanon ex-
press no regrets about leaving. "I
am doing my third stint of reserve
duty here," said patrol leader
Lieutenant Yisrael. "The first
time, I thought it was a very beau-
tiful country, with an exciting
view. Since then, this useless war
developed between us and the
Lebanese, partly because we sat
here too long. I'm glad to be leav-
ing all of this hate and death and
evil that is Lebanon.

Toronto (JTA) — Suspected
arson has triggered a police inves-
tigation of a Sunday fire that se-
verely damaged the ground floor
of Temple Shalom, a Reform syn-
agogue in Vancouver. Most of the
prayer books and all but one of the
Torahs were saved.
