help until an economic plan is
brought together, the American
government stops the artificial
shelter from limits which
encourages extravagant behavior
on the part of the government.
The Israeli productivity growth
rate was 5.1 percent annually be-
tween 1965 and 1971, but dropped
to 1.5 percent annually between
1975-1983. During the last de-
cade, inflation skyrocketed to an
800 percent annual rate. There is
no question that substantial cut-
backs in the government and re-
cession can play a major role in
curbing inflation and stimulating
productivity.
There is resistance to such a
program for fear that employment
will lead to yeridah — an outflow
of people — at a time when Israel
has been cut off from immigration
from the Soviet Union. The fear is
real, but Israel cannot exist on ar-
tificial subsidies.
Part of the cost of coming back
into history is to take up the hard
day-to-day road and to risk the
falling out of those who are not up
to-the challenge. This comment is
made with gravity and serious-
ness, for surely it is crucial to
world Jewry that Israel not
shrink. However, just as the infla-
tion ultimately proved to be the
cruelest tax on the poor — because
indexation could not keep up with
inflation, anyway — so is the arti-
ficial protection a burden on all
the Israeli economy: it is leading
to a harder life, an economy un-
able to compete, and a slow popu-
lation loss that is more deadening
in the long run than a fallout now.
The single strongest guarantee
of Israel's future ability to make
security decisions that are in its
own best interests would be to
clean up the economy now and to
prevent a permanent and crippl-
ing expansion of dependence on
American aid.

Joint Projects
Set For ORT,
Peace Corps

Washington — The Peace Corps
has signed an agreement with the
American ORT (Organization of
Rehabilitation through Training)
that will allow the two agencies to
collaborate on a variety of train-
ing projects in developing coun-
tries where both organizations
operate.
Among the conditions set forth
in the agreement are guidelines
for ORT and the Peace Corps to
exchange technical information
and training techniques; oppor-
tunities for returned Peace Corps
volunteers to work on ORT-
sponsored projects; and collabora-
tion at the field level in a number
of agricultural and other projects.
