A fleet of heavy army trucks ar- rived in Sidon to begin loading military material and equipment, some of which will be offloaded at the Litani line and the rest brought back to Israel. A senior officer said Sunday that the equipment move would not affect the operational capabilities of the IDF units but the soldiers might experience some discomfort be- cause of the removal of heating appliances and othei amenities. The Cabinet, by a vote of 16-6 last Monday, approved a plan for the three-stage withdrawal of the IDF from Lebanon. The first stage, which just commenced, is expected to be completed by the middle of next month. There is no timetable for the later two stages. U.S. Secretary of State George Shultz, in a personal message to Premier Shimon Peres, welcomed the Cabinet's decision on the withdrawal. The message, in which Shultz expressed hope that the with- drawal would be accompanied by political agreements between Is- rael and Lebanon was conveyed to Peres by U.S. Ambassador Samuel Lewis last week. Peres explained to the American envoy the nature of the three-stage withdrawal, the first stage of which is expected to be completed in five weeks. Col Elran was mor- tally wounded when he went to investigate the scene of two road- side explosions that had taken the lives of two Israeli soldiers and wounded two others. Medical officers treated Col. El- ran, who was hit by an explosive charge, on the spot where he re- mained for several hours until a helicopter evacuated him to a Haifa hospital. His condition was listed as critical and remained so until his death.
