Before 1973, Likud averaged
approximately 25 percent of the
Sephardi vote, but by 1977 the
Sephardi vote had accounted for
60 percent of the Likud's total and
helped significantly in the forma-
tion of the first Likud Govern-
ment in Israeli history. In 1981,
the Sephardi vote for Likud had
risen to 70 percent.
The study adds: "Surveys had
shown that Labor suffered from
an image of being unsympathetic
to the Sephardim and largely re-
sponsible for feelings of past dis-
crimination."
Vestiges of such discrimination
may be discerned in the report's
profile on the ethnic background
of the new Knesset, which points
out that only 26 percent of the
Knesset's 120 members are of
Sephardi-Oriental descent in a
nation where Sephardim and
Orientals comprise a majority of
the population.
More positively, the study con-
cludes, early predictions of inter-
ethnic conflicts erupting during
the campaign proved unfounded,
leaving hope that such tensions
may be abating as the socio-
economic gap continues to narrow
between the Sephardim and the
Ashkenazim of European descent.

PLO Office

New York — The government
of Norway has refused to issue a
work permit to a Palestine Liber-
ation Organization official slated
to open an office there, the Anti-
Defamation League of B'nai
B'rith (ADL) reported last week.
According to Abraham H. Fox-
man, ADL's associate national di-
rector and head of its Interna-
tional Affairs Division, the deci-
sion by the Norwegian Justice
Ministry "represents a diplomatic
setback for the PLO in Europe."
Foxman added that he hoped the
Norwegian move would set a pre-
cedent for the Danish government
which confronts the same issue
and is expected to make a decision
in the near future.
The PLO request for a work
permit had stirred controversy
among Norwegians and had been
protested by the Jewish commu-
nity of Oslo.

The study reports that Sephar-
dim cast 52.3 percent of their
votes for Likud in 1984, compared
with 19.7 percent for the Labor
Alignment. This trend in support
for Likud over Labor, the report
indicates, first became visible
after the 1973 war.
