Wall Street Journal columnist Suzanne Garment wrote about Avital Shcharansky this past week, describing her as a "smart and funny woman" who makes for good company "except in the eyes - of influential people who would rather not interest themselves in the fate of her husband. To these she is, thank God, a persistent and massive pain in the neck." Garment noted that for a jour- nalist, trying to interest readers in the Shcharansky story presents_ "a grim challenge" because he has been imprisoned now for almost eight years. Still, she pointed out that while Secretary of State Shultz has been "diligent" in the past about raising the Shcharansky matter with the Soviets, State Department offi- cials were telling Avital now that "pre-Geneva was no time to spoil the atmosphere with gestures like the one she was asking for." Which led Garment to an analysis of the way the U.S. handles human rights issues in roller coaster fashion, at times putting the pressure on, at other times easing up. Garment interviewed James Billington, director of the Wood- row Wilson International Center for Scholars in Washington and an expert on the Soviets, who criticized America's inconsistency on human rights. Writes Gar- ment: "Even in a weighty political area such as arms control, if we bring human rights questions seriously to the table we are not likely to horrify the Soviets. But if we raise them halfheartedly or as a seeming sop to our domestic politics, the Russians are more likely to be genuinely indignant. "Mr. Billington's talk about the role of serious demeanor on our part not only has clear relevance to arms control, but should make us reconsider Mrs. Shcharansky.
