British Israel invasion
plan revealed in papers

London (JTA) — The British
army had a plan to invade Israel
30 years ago in defense of Jordan
but Prime Minister Winston
Churchill insisted it be kept
secret. This emerges from British
Cabinet papers of 1954 released
this week for scrutiny by jour-
nalists and historians.
British chiefs of staff also had
planned to invade Egypt and Iraq
in 1954, a year dominated by dis-
cussions on the future of the
80,000 British troops in the Suez
Canal Zone.
At the time, Britain also had
troops stationed in Cyprus, Libya,
Jordan, Iraq, Kuwait and the
sheikhdoms on the Persian Gulf.
On March -31, 1954, Lord Ale-
xander of Tunis, the defense
minister, told the Cabinet that
the chiefs of staff had prepared a
plan for military action, which in-
volved the invasion of Israel by
British forces from the south — if
Israel attacked Jordan.
Churchill's only comment was
that he was much relieved to hear
that the chiefs of staff were not in
favor of disclosing to the Jorda-
nians a plan involving a British
invasion of Israel. Leakage of
such a plan would have had very
grave consequences.
Discussion of the invasion plan
in the Cabinet followed an earlier
decision that Anthony Eden, then
foreign secretary, should act as
secret mediator between Jordan
and Israel over border clashes.
The plan to invade Israel has to
be seen in the light of Britain's
contractual obligations to defend
members of the Arab League and
that Israel's borders were then the
scene of frequent attacks by Arab
infiltrators and Israeli retaliation
raids.

In his memoirs describing the
background to the 1956 tripartite
attack on Egypt, the late Moshe
Dayan, then Israel's chief of staff,
showed that Jsrael fully recog-
nized the possibility of a clash
with British forces if there had
been a major war with Jordan.
At that time, Britain also re-
mained committed to the tripar-
tite pact of 1950 in which, to-
gether with France and the U.S.,
it guaranteed the integrity of Is-
rael and its Arab neighbors.

Bank fiasco
inquiry set

Jerusalem (JTA) — The
Cabinet decided by a 17-4 vote
Saturday night to authorize the
establishment of a commission of
inquiry into the alleged miscon-
duct of the country's largest banks
which resulted in the collapse of
bank shares in October 1983.
The Cabinet's decision was in
line with the recommendations of
Stat Comptroller Yitzhak Tunik
whose report, released Dec. 31,
accused the banks of "reprehensi-
ble manipulation" to inflate the
price of their shares which made a
crash inevitable.
Tunik,• backed by Attorney
General Yitzhak Zamir, urged a
full-dress judicial investigation of
the banks because .as private in-
stitutions they are outside the
purview of the Comptroller's
office.
The minority vote against the
inquiry consisted of Defense
Minister Yitzhak Rabin (Labor),
Minister-Without-Portfolio
Moshe Arens (Likud-Herut), and
two Likud-Liberal ministers.
They argued that the Comptrol-
ler's report was so exhaustive that
reforms rather than further in-
vestigation, were required.
Thousands of investors sus-
tained severe losses when the
price of bank shares plummeted
on Oct. 6, 1983. The government
intervened at the time to guaran-
tee the prices in order to stem the
sell-offs — an action that will cost
the taxpayers an estimated $2.6
billion when the shares mature in
five years.
Premier Shimon Peres, who fa-
vored an inquiry, has assigned a
committee of ministers to discuss
its terms of reference with MK
David Libai, chairman of the
Knesset's State Control Commit-
tee.


Israel Bond
sales boosted

New York — Israel Bond pay-
ments and new subscriptions for
1984 and 1985 totaling more than
$27 million were secured in 112
Jewish communities throughout
the United States and Canada as
a result of the Bond Organiza-
tion's Operation Maccabee 1984,
which consisted of visits by 30
leading representatives of Israel
industry and its defense forces
joined by national and local Bond
lay leaders.
