scroll, and tries to replace
those columns, it will get very
expensive and the profit mo-
tive will disappear. So the Re-
gistry is just as important in
its role as a theft prevention
device as it is as an aid in trac-
ing stolen Torahs.
The marks are made with
special syringe-like needles.
The computer grid is placed
below the last line of the col-
umn and the needle is used to
punch the series of dots into
the parchment. The holes are
then covered with a special
sealant, making them invisi-
ble to the naked eye. When
synagogue and Registry offi-
cials work with law enforce-
ment personnel after a stolen
Torah has been found, ultra-
violet light is used to make the
markings visible.
When all the information is
recorded and returned to the
Registry, the synagogue keeps
a certificate of registration for
each Torah. It is this certifi-
cate which serves as proof of
authenticity and ownership
when selling and purchasing
Torah scrolls.
There is a $50 registration
fee when applying for Torah
certification. After all of the
Torahs are marked there is a
$25 fee per Torah, keeping it
in the Registry files for five
years.
