university. In addition to teach-
ing at the university, Keydar has
also held research appointments

;

Soviet Jews who have dared to
apply for exit visas and who may
be doomed to be denied emigra-
tion forever."
Meanwhile, the rabbis have
vowed to continue their protests,
and have sent a letter to the
Soviet Mission to the United Na-
tions here informing them of their
continued actions on behalf of
Soviet Jewry.
In Washington, in an effort to
prevent the isolation of Soviet
Jews from the West, legislation
was introduced in Congress last
week to establish a program
called Radio Maccabee which
would broadcast Russian-
language programs to Jews in the
USSR.
Sen. Paula Hawkins (R-Fla.)
and Rep. Matthew Rinaldo (R-
N.J.) introduced concurrent bills
in the Senate and House during
the opening session of the 99th
Congress to provide $3 million for
setting up Radio Maccabee as a
separate arm of Radio Liberty
which broadcasts into the Soviet
Union.
The special program would in-
clude items of general cultural,
intellectual political and religious
interest to Soviet Jews as well as
provide Hebrew education
courses. It would particularly
serve the needs of refuseniks and
activists.
Meanwhile, American Jewish
leaders active on behalf of Soviet
Jewry had asked Secretary of
State Shultz "to take a firm stand"
on the growing plight of Soviet
Jews, especially those who seek
exit visas, at his meeting with
Gromyko in Geneva this week.
