Tel Aviv (JTA) — The in-
genuity of Israel Electric Corp.
engineers and mild weather
spared Israelis a series of power
blackouts Monday.
Because of non-payment of
bills, the utility had only a few-
hour fuel supply on hand for its
oil-fired generators. But the
engineers at the Haifa, Tel Aviv
and Ashdod power plants man-
aged to regulate combustion to
stretch the fuel supply for another
24-36 hours. By that time, the
Electric Corp. management
hopes, the Finance Ministry will
come up with the 12 billion
shekels ($19 million) in subsidies
that are overdue.
This will allow the Electric
Corp. to pay its own overdue bills
to the fuel suppliers which have
refused to extend more credit. The
Electric Corp. is also owed 5 bil-
lion shekels ($8 million) by
Mekorot, the national water sup-
ply company which is its largest
single customer. Mekorot says it
is strapped for cash because its
own customers, mainly in the ag-
ricultural sector, have not paid
their due bills and the govern-
ment is late with its subsidies.
Because of the round-robin of
debt, the utility issued a warning
Sunday that there would be
staggered power blackouts
around the country. The coal-fired
generator at Hadera has not been
effected, but the national coal
supply corporation said it would
halt deliveries if its bills are not
paid.
Rising temperatures di-
minished the use of power Mon-
day. But unless subsidies are
forthcoming and bills are paid,
the reprieve will be only tempor-
ary.

Economist asks
conditional aid

New York (JTA) — An Israeli
economist, warning that a "debt
crisis" may- be imminent in the
Jewish state, called for the United
States to "atach strings" to future
aid it gives Israel as an "incentive
for reform" of its economy.
Assaf Razin, who heaaded the
Israel Finance Ministry's Eco-
nomic Planning Authority in
1979 and currently serves as pro-
fessor of economics and dean of
the Social Sciences Faculty at Tel
Aviv University, made this
recommendation in an op-ed piece
in the New York Times last week.
Razin argued that a tough eco-
nomic recovery program must in-
clude a halt to the "snowballing of
the national debt" before a "full-
fledged debt crisis" occurs. The
crisis can be headed off, he wrote,
"only if Israel drastically reduces
public and private spending."
