New York creche is criticized

New York (JTA) — Two major
Jewish organizations have pro-
tested sharply against the deci-
sion by New York City's Corpora-
tion Counsel and the Parks Com-
missioner to allow a nativity
scene to be displayed in Central
Park.
Statements issued by Albert
Vorspan, vice president of the
Union of American Hebrew Con-
gragations (UAHC) and R. Peter
Strauss, president of the New
York Chapter of the American
Jewish committee, emphasized
that religious displays on public
property are devisive and erode
the constitutional barrier
separating church and state. Both
Jewish organizations made it
clear that their objections applied
as well to Chanukah menorahs
erected on city-owned land.
The nativity scene, or creche, is
sponsored by the Catholic League
of Religious and Civil Rights, a
private organization. Its applica-
tion to erect it at the Columbus
Circle entrance to the park was
approved by parks Commissioner
Henry Stern after Corporation
Counsel Federick Schwartz Jr.
ruled that it was permissible.
Vorspan assailed the decision
by the city officials as "craven and
irrespnsible" because it would
turn Central Park into "cockpit of
religious conflict." He pointed out
that "there is ample opportunity
for all New Yorkers to display
their particular religious symbols
in their homes, churches and
synagogues. There is no sensible
reason for the City of New York to
depart from the wise policy that
has served the diverse population
of our city for any decades."

Vorspan noted that, "While it is
true that this issue is now being
reviewed by the Supreme Court,
we continue to believe that under
the first amendment neither a
creche nor a menorah nor the
symbol of any faith should be es-
tablished on public property."
A 32-foot menorah has been
erected each Chanukah for the
past seven ears at Fifth Avenue
and 59th Street, facing the south-
east corner of Central Park. it is
sponsored by the Lubavitch
Youth Organization, a Chasidic
group. Another menorah, on dis-
play in the Riverdale section of
The Bronx, is sponsored by the
Hebrew Institute of Riverdale.

Strauss of the AJCommittee
said "approval of a nativity scene
in Central Park is to be deeply
regretted." Observing that the
menorah displays had probably
stimulated their request for a
creche Strauss declared, "It is our
firm belief that religious symbols,
creches, menorahs or other sym-
bols belong only on religious and
other private property —
churches, synagogues, private
homes, etc. — and not on public
property."
He added, "Our religious vital-
ity and freedom is best preserved
by keeping the first amendment
strong — not eroding it a piece at a
time."

Terrorist head arrested

Paris (JTA) — The French
authorities have in custody the al-
leged leader of a Lebanese ter-
rorist organization who is be-
lieved to have master-minded the
murder of an Israeli diplomat in
Paris more than two years ago.
The suspect, a Lebanese Chris-
tian identified as Abdullah
Georges Ibrahim, is said to be the
head of the Lebanese Armed
Revolutionary Factions which
claimed credit for the slaying of
the Israeli official, Yaacov Bar
Simantov, in the lobby of his Paris
apartment building on April 3,
1982.
French security sources also be-
lieve they know the woman who
did the actual shooting, with a 7.6
mm. German-made handgun. She
was identified as Josephine Abdo,
26, also a Lebanese Christian and
said to be associated with Ib-

rahim's terrorist group.

Bar Simantov, 42, was Second
Secretary in charge of political af-
fairs at the Israel Embassy in
Paris. He was approached by a
woman while waiting for an
elevator in his building in a fash-
ionable section of Paris. When she
ascertained his identity she shot
him twice in his head.

Ballistics experts said later
that the bullets which killed Bar
Simantov were fired from the
same gun used to kill Lt. Col.
Charles Ray, the Deputy U.S.
Military Attache in Paris.

Ibrahim, who carried forged
Algerian and Maltese passports
when he was arrested, is pre-
sently confined at St. Paul's
prison in Lyon. Police said he is
also known as Abdel Kader Saadi.
