Jerusalem (JTA) — The high
court of Justice Monday approved
clecision by the civil administra-
tion in the administered ter-
.±tories not to hold municipal
elections.
' The court referred to a request
' _ by residents of the Arab village of
- Jura in the Hebron region to hold
lelections in their village. The
Int described as legitimate the
concern expressed by the miliary
uthorities that elections in
udaea and Samaria, including
those requested by the Dura resi-
ents, might serve as a political
tool in the hands of the PLO.
The last municipal elections
were held in Judaea and Samaria
1976. Those elections brought
to power in most key Arab towns
olitical figures who were iden-
tified with the PLO, replacing the
aditional leadership, which was
more cooperative with the Israeli
uthorities. Since then, many of
-the elected mayors were deposed
– some were replaced by ap-
pointed Arab mayors, others,
ostly in the big cities, by Israel
Defense Force officers.
The authorities have recently
tried to replace officers with
rabs, but so far they were unable
to find able men, who were willing
0 accept jobs, and face accusa-
tions of collaborating with Israel.

favor of withdrawing the IDF in
, Lebanon to the international bor-
der, while taking independent
measures to ensure the security of
the Galilee.
- Eban told the Voice of Israel
- that he was convinced of the need
for a speedy decision. Any delay,
he said, exposed Israel to dangers.
The Knesset Foreign Affairs
and Defense Committee was
scheduled to meet soon with De-
fense Minister Yitzhak Rabin on
the issue.

Tel Aviv (JTA) — Divorce rates
n Israel have risen to 1.3 per
1,000, resulting in a three-fold in-
rease in single parent families in
the past decade to 12,000, 89 per-
ant of them headed by women.
These statistics were cited by
litza Ben-Dor, who lectures on
social work at Tel Hai College, in
n address to a symposium on di-
vorce and children held recently
at Haifa University.
Ben-Dor told the symposium
that the recent past has witnessed
drastic changes in divorce pat-
terns — with a big drop in di-
vorces occurring during the first
ear of marriage and an increase
in divorces by couples with chil-
dren. The higher Israeli divorce
rate, however, is still below the
5.5 per 1,000 in the United States
and 2 to 3 per 1,000 in Western
Europe, Ben-Dor said.
