Washington (JTA) — Nine years after the United Nations General Assembly adopted a reso- lution equating Zionism with ra- cism, American and Israeli offi- cials agree that the resolution is being used as the basis for the in- ternational effort to delegitimize and destroy the State of Israel. We have all been guilty of an egregious act of omission" by ig- noring the resolution over the years, Meir Rosenne, Israel's Am- bassador to the United States, told a recent all-day seminar on the U.N. resolution at the State Department. He said that because U.N. resolutions are not binding we simply did not realize what was at stake" since the General Assembly adopted the resolution on Nov. 10, 1975. The seminar, held in conjunc- tion with International Human Rights Day, was sponsored by the World Zionist Organization, the World Jewish Congress and B'nai B'rith International. It is the sec- ond of five such seminars to be held around the world in an effort to alert public opinion, according to Uzi Narkiss, chairman of the WZO's information department. The first was held Nov. 11 at the Presidential residence in Jerusalem and hosted by President Chaim Herzog, who was Israel's Ambassador to the United Nations when the Zionism-is-racism resolution was adopted. Narkiss said other semi- nars will be held in Paris in March, London in May, and Buenos Aires in July. The speakers outlined the anti-Israeli effects of the resolu- tion. Rosenne noted that the reso- lution has been distributed in mil- lions of copies around the world and has found its way into textbooks from the primary schools to the universities. Jeane Kirkpatrick, the U.S. Ambassador to the United Na- tions, stressed the continuing at- tack on Israel at the United Na- tions, and she and others noted that attacks on Israel were used as an indirect means of attacking the United States. "Israel would already have been expelled from the United Nations had it not been for the laws on our books making it clear that if the State of Israel is denied participation in any body of the United Nations the United States will withdraw also and will with.. hold all financial contributions, until Israel's right to participate has been restored," Kirkpatrick declared. Elliott Abrams, Assistant Sec- retary of State for Human Rights and Humanitarian Affairs, charged that the gradual impact of the U.N. resolution was respon- sible for the analogies with the Nazis used in the world press in describing Israel's invasion of Lebanon. Abrams declared that "the im- pact of the Zionism-as-racism resolution has been enormous, and that, by serving to legitimize anti-Semitism, it continues to pose a major threat to the survival of Israel and the Jewish people." But he added, the resolution may have a "salutary effect. But it is an unyielding fact of life, to be faced and dealt with accordingly." Abrams' conclusion was chal- lenged by Rabbi Arthur Hertzberg, vice president of the World Jewish Congress, who said there was a need to "build a bridge" to the Soviet Union, the Arab countries and the Third World despite their support for the Zionism-is-racism resolution. He called for "patience which will bring understanding to the other side." When someone in the audience questioned this approach, Hertzberg replied in Yiddish, "If they all hate us for the next 200 years, are we going to be better off?" But Hertzberg also stressed that if the Soviets want detente it requires "the end of rhetoric and the beginning of decency." He said the Third World challenges of Is- rael's legitimacy undercuts "their own moral claim upon the world for any special consideration." He said it is "particularly swinish for Zionism-is-racism to be hurled by forces that know very well that in the forefront of the battle against apartheid has been the world Jewish community." Another view came from T.T.B Koh, Singapore's Ambassador to the United States, who voted against the Zionism-is-racism resolution. "I do not think that the passage of the resolution by the United Nations has persuaded the majority of the countries of the Third World to accept the proposi- tion that Zionism is a form of ra- cism or that Israel is an illegiti- mate state," he said. He added that the resolution "created a cer- tain backlash of sympathy for Is- , rael." Koh said that most Third World members who voted for the reso- lution knew nothing about Zionism. He urged an educational campaign. "The best thing Israel can do to counter the effect of the resolution is to scrupulously practice racial equality at home," he added. "If the Arab minority in Israel were treated on terms of absolute equality with other Israeli citi- zens this seems to be the most re- futation of the charge that Zionism is racism." Sen. Daniel Moynihan (D- N.Y.), who was the U.S. Ambas- sador to the United Nations when the resolution was adopted, blamed the resolution on the Soviet Union. The poll showed that as of the end of November, 19.1 percent of the respondents favored im- mediate, unconditional with- drawal of the IDF, up from 12.7 percent in October. Another ten percent would have the IDF withdraw, but only if it is replaced by the Israel- backed South Lebanon Army (SLA). This was down from 11.2 percent in October. The large majority of Israelis, 62.6 percent, indicated in Novem- ber that they would support with- drawal only after suitable secu- rity arrangements are made with the Lebanese government and other involved parties. In Oc- tober, they had constituted 64.1 percent of the respondents. The number of Israelis who want the IDF to remain in Leba- non for the foreseeable future dropped from 8.9 percent in Oc- tober to 6.5 percent at the end of November. The poll found that those in favor of withdrawal are mainly women, the children of European and American families and the better educated and more affluent sectors of the population.
