"I found a great deal of goodwill in France to help overcome the difficulties we have encountered in Lebanon and I must say, that from every possible point of view their attitude was extremely pos- itive and very encouraging," Peres told reporters Sunday at a midnight press conference at Ben-Gurion Airport. Peres said that in his talks with President Francois Mitterrand he raised the issue of Syrian Jewry and there was a possibility that Syria may now allow a limited number of exit visas for Jews. He did not make clear whether he learned this from-the French President, who met with President Hafez Assad of Syria in Damascus only a week before Peres arrived in Paris. Peres also said Mitterrand promised to do whatever he could to further an Israeli agreement with Lebanon for the withdrawal of Israeli forces from south Leba- non and security guarantees for Israel's northern borders. He said the issue of the Pales- tine Liberation Organization had come up only briefly during his talks in Paris. Reports from Paris over the weekend said the PLO was the only matter over which Israel and France differ sharply. Mitterrand and his administra- tion believe PLO chief Yassir Arafat to be a "moderate" influ- ence in the Arab world whereas Israel considers the PLO a ter- rorist organization and is deter- mined not to negotiate with it, di- rectly or indirectly, the Paris re- ports said. But those reports added that both French and Is- raeli officials see their differences on the PLO to be "more tactical than fundamental." During the visit, Peres also met with French Prime Minister Lau- rent Fabius to discuss the pur- chase by Israel of a nuclear power station manufactured in France. French officials said the only problem is that Israel is not a sig- natory to the Vienna Convention which provides for regular inspec- tion of nuclear installations by the Vienna-based Atomic Energy Commission. The inspection is to ascertain whether nuclear weapons are being produced. The officials said Israel might circum- vent this obstacle by agreeing to open its French-made installation to inspection. Peres, who was warmly con- gratulated by both Labor and Likud members of the unity cabinet upon his return to Jerusalem, informed the Or- thodox ministers in particular that during his three-day stay in Paris, all meals were kosher, in- cluding his lunch with Mitterrand — the first time kosher food was served in the Elysee Palace. He also said that on Friday night he walked for nearly a half-hour to visit with Simone Signoret, the French film actress who is Jewish.
